Vermont SHIP Medicare Counseling: Free Help From Area Agencies on Aging

Vermont runs a free Medicare counseling program through five regional Area Agencies on Aging, part of the national State Health Insurance Assistance Program (SHIP). A trained volunteer counselor will sit down with your parent, review their coverage, and help compare Part D plans or sort out a Medicare Savings Program application. It's completely free and unbiased — no insurance sales, no broker commissions.

The Five Regional Agencies

Each agency covers specific counties:

Age Well — Addison, Chittenden, Franklin, Grand Isle counties. Covers the Burlington metro area and western Vermont.

Senior Solutions — Windsor and Windham counties. Covers southeastern Vermont including Brattleboro and Springfield.

Central Vermont Council on Aging (CVCOA) — Lamoille, Washington, Orange counties. Covers the Montpelier and Barre area.

Northeast Kingdom Human Services / Area Agency on Aging — Caledonia, Essex, Orleans counties. Covers the rural Northeast Kingdom.

Southwestern Vermont Council on Aging (SVCOA) — Bennington and Rutland counties. Covers southwestern Vermont.

What SHIP Counselors Help With

SHIP counselors are trained to assist with Medicare plan comparison (Original Medicare vs. Medicare Advantage, Part D plan selection), Medicare Savings Program screening, and general benefit questions. They can walk your parent through the differences between QMB, QI, and VPharm, help determine likely eligibility based on income, and assist with the initial application paperwork.

They're especially useful during the Annual Enrollment Period (October 15 – December 7) when Part D and Medicare Advantage plans change formularies, premiums, and provider networks.

Where SHIP Counseling Falls Short

SHIP counselors provide general guidance, not ongoing case management. They cannot act as legal representatives before DVHA. They cannot track a delayed state buy-in file through SSA's system. They cannot write a cease-and-desist letter to a doctor's billing department that's illegally billing a QMB patient. And during peak enrollment season, appointment wait times routinely stretch to three to six weeks.

For a parent who needs help filing Form 201P on a Tuesday afternoon, SHIP is excellent. For a parent who's been denied QMB, needs to file an appeal with the Human Services Board, and wants someone to represent them at the hearing, you need the Office of the Health Care Advocate at Vermont Legal Aid (1-800-917-7787).

Other Free Resources

Beyond SHIP, Vermont has several other avenues for Medicare help:

Green Mountain Care Customer Service (1-800-250-8427) handles MSP and VPharm questions directly. They can take a Form 201P application over the phone.

The Office of the Health Care Advocate (1-800-917-7787 / vtlawhelp.org/health) provides free legal help for benefit denials, billing disputes, and fair hearings.

DCF Economic Services Division district offices can provide in-person help with paper application intake and document verification.

The Gap SHIP Can't Fill

SHIP counselors answer questions. They don't manage the ongoing administrative load — tracking processing timelines, preparing for renewals, handling billing disputes, or navigating the conditional Part A process for someone without enough work credits. Families managing a parent's Medicare remotely — from Boston, New York, or another state — need more than a one-hour appointment.

The Vermont Medicare Savings Programs, Extra Help & VPharm Guide provides the complete playbook for every stage of the process, from the initial eligibility check through annual renewal, designed for families who need to manage the whole thing themselves.
