Vermont Medicare Open Enrollment Help: Where Seniors Can Get Free Guidance
What Happens During Open Enrollment
Medicare's Annual Enrollment Period runs October 15 through December 7 every year. During this window, your parent can switch Part D prescription drug plans, move between Original Medicare and Medicare Advantage, or change Medicare Advantage plans. Changes take effect January 1.
For Vermont seniors on fixed incomes, this is also a useful time to review prescription costs and check whether programs like VPharm and Extra Help remain in place. A plan that was affordable last year might not be in the new year if formularies changed or copay tiers shifted.
Free Help Available in Vermont
Vermont has several organizations that provide free Medicare enrollment assistance. Each serves a different purpose:
SHIP Counselors (State Health Insurance Assistance Program) are trained volunteers who help seniors compare Part D and Medicare Advantage plans. They are unbiased — no plan commissions, no insurance sales. In Vermont, SHIP counseling is delivered through the five regional Area Agencies on Aging:
- Age Well — Addison, Chittenden, Franklin, Grand Isle counties
- Senior Solutions — Windsor, Windham counties
- Central Vermont Council on Aging (CVCOA) — Lamoille, Washington, Orange counties
- Northeast Kingdom Human Services / Area Agency on Aging — Caledonia, Essex, Orleans counties
- Southwestern Vermont Council on Aging (SVCOA) — Bennington, Rutland counties
Call your regional agency to schedule an appointment. During Open Enrollment, wait times often extend three to six weeks because demand spikes. Book early in October if possible.
Green Mountain Care Customer Service (1-800-250-8427) handles questions about Medicare Savings Programs, VPharm, and Medicaid — not plan comparison. If your parent needs to apply for QMB, QI, or VPharm, this is the number. They cannot help choose between Part D plans.
Office of the Health Care Advocate (1-800-917-7787) provides free legal help with coverage disputes, denials, and appeals. During Open Enrollment, they can help if your parent is being involuntarily disenrolled from a plan or facing a coverage gap.
What to Review Before Your Appointment
SHIP counselors can be most helpful when you come prepared. Bring:
- Your parent's current Medicare card (for the MBI number)
- The Annual Notice of Change from their current Part D or Medicare Advantage plan (arrives in September)
- A list of all current prescription medications with dosages
- The current monthly premium and copay amounts
- Income information if you want to check VPharm or Extra Help eligibility
The counselor will use the Medicare Plan Finder to compare available plans in your parent's area, checking which plans cover their specific medications at the lowest total cost (premiums plus copays plus deductible).

Open Enrollment Is Also the Time to Check MSP Eligibility
If your parent is not already enrolled in QMB, QI, or VPharm, Open Enrollment is a natural checkpoint. Social Security's COLA adjustment changes gross income each January, which can shift eligibility in either direction.
Vermont's QMB income limit is $1,995 per month (single) with no asset test. QI covers Part B premiums for incomes up to $2,685 per month. VPharm provides prescription cost reduction for incomes up to $2,993 per month. These are separate from plan enrollment — your parent can apply for MSP and VPharm any time of year, not just during Open Enrollment.
