Utah SHIP Free Medicare Counseling: What They Help With and How to Reach Them
Your parent just got a confusing notice from the Department of Workforce Services about their Medicare coverage, and you're not sure whether to call DWS, Social Security, or a Medicare broker. Before you do any of those, call Utah SHIP.
The Senior Health Insurance Information Program — SHIP — is a federally funded counseling service that provides free, unbiased help with Medicare questions. In Utah, SHIP is administered by the Department of Health and Human Services Division of Aging and Adult Services and delivered locally through the state's 12 Area Agencies on Aging.
What Utah SHIP Counselors Actually Do
SHIP counselors are trained volunteers and staff who can help with:
- Comparing Medicare plans — Part D prescription drug plans, Medicare Advantage plans, and Medigap supplemental policies, without selling anything or earning commissions
- Medicare Savings Program screening — checking whether your parent might qualify for QMB, SLMB, or QI to have the state pay their Part B premium
- Extra Help (Low-Income Subsidy) applications — walking through the Part D assistance application
- Billing problems — explaining an Explanation of Benefits statement or Medicare Summary Notice
- Enrollment period guidance — clarifying when your parent can switch plans or sign up for coverage without a late penalty
- MSP application assistance — helping fill out the DWS application for Medicare cost-sharing programs
The central SHIP line is 1-800-541-7735. This number also connects to the Utah Senior Medicare Patrol (SMP), which helps detect and report Medicare fraud.
What SHIP Cannot Do
SHIP counselors provide information and application assistance, but they have limits:
They can't act as your parent's ongoing representative with DWS. A SHIP counselor can help fill out the MSP application, but they won't track the case through processing, upload verification documents to myCase on your behalf, or handle renewal paperwork year after year. For that, you need to submit Form 114AR to DWS designating an authorized representative — typically yourself as the adult child.
They can't give legal advice. If DWS denies your parent's MSP application and you need to file a fair hearing, SHIP can explain the process but can't represent your parent at the hearing. For legal representation, contact Utah Legal Services at 1-800-662-4245.
They can't recommend a specific plan. SHIP counselors present options and comparisons. They won't tell your parent which Part D plan to pick — they'll help narrow the choices based on your parent's medications and pharmacy preferences.
How to Get an Appointment
SHIP counseling is available by phone and in person. The fastest path:
- Call 1-800-541-7735 — this is the statewide SHIP line. Staff can answer questions directly or schedule a callback with a local counselor.
- Contact your local Area Agency on Aging — SHIP counselors are based at regional AAAs:
- Salt Lake County Aging & Adult Services: 385-468-3200
- Mountainland Association of Governments (Utah, Summit, Wasatch Counties): 801-229-3800
- Five County Association of Governments (Washington, Iron, Beaver, Garfield, Kane Counties): 435-673-3548
Timing matters. SHIP demand spikes during Medicare's Annual Enrollment Period (October 15 through December 7). If your parent needs MSP help rather than plan comparisons, calling outside that window means shorter waits and longer appointments.

When SHIP Is the Right Call — and When It Isn't
Call SHIP when your parent needs help understanding their Medicare options, comparing plans, or getting a general eligibility screening for cost-saving programs. SHIP is the right starting point if you're unsure which programs exist or whether your parent qualifies.
Go directly to DWS when you already know your parent qualifies for an MSP and need to file the application through myCase or submit Form 61. DWS Eligibility Customer Service is at 1-866-435-7414.
Contact an elder law attorney when the situation involves Medicaid spend-down, irrevocable trusts, or estate planning around long-term care. SHIP doesn't handle those areas.
For families who want a structured reference to work through the MSP application, eligibility worksheets, and renewal process alongside SHIP's free counseling, the Utah Medicare Savings Programs & Extra Help Guide covers the full DWS workflow step by step.
