Arizona SHIP: Free Medicare Counseling and Where to Find Help

Arizona SHIP (State Health Insurance Assistance Program) provides free, unbiased Medicare counseling — no plan sales, no commissions, no data harvesting. Certified counselors help with Medicare Savings Program applications, Part D plan comparisons, billing disputes, and navigating agency notices. The catch: during Open Enrollment, wait times stretch to weeks.

What SHIP Counselors Actually Do

SHIP counselors are trained volunteers and staff housed within the DES Division of Aging and Adult Services. They can:

  • Walk through eligibility for QMB, SLMB, and QI Medicare Savings Programs
  • Help complete Health-e-Arizona Plus applications or paper Form DE-103
  • Explain AHCCCS notices — approvals, denials, renewal requests, and tier changes
  • Review Part D prescription drug plans during Open Enrollment (they compare plans; they don't sell them)
  • Assist with QMB billing disputes when a provider sends an illegal balance bill
  • Connect families with legal aid for administrative hearings

What they don't do: recommend specific Medicare Advantage plans, sell insurance, or provide ongoing case management. Each appointment addresses a specific question or task.

How to Reach Arizona SHIP

Statewide SHIP Hotline: 1-800-432-4040

This is the central number operated by DES. Call to schedule a counseling appointment, either by phone or at a local office. The same number reaches the Senior Medicare Patrol (SMP) for fraud concerns.

Local counseling is delivered through Arizona's eight Area Agencies on Aging:

Region Counties Agency Phone
Region 1 Maricopa Area Agency on Aging Region One 602-264-2255
Region 2 Pima Pima Council on Aging (PCOA) 520-546-2011
Region 3 Coconino, Yavapai, Navajo, Apache NACOG 1-877-521-3500
Region 4 Mohave, La Paz, Yuma WACOG 1-800-782-1886
Region 5 Pinal, Gila Central Arizona Aging 520-836-2758
Region 6 Cochise, Graham, Greenlee, Santa Cruz SEAGO 520-432-2528
Region 7 Navajo Nation Navajo Nation Division of Social Services 928-871-6797
Region 8 Tribal communities Inter-Tribal Council of Arizona AAA 602-258-4822

Rural residents who can't reach an office in person can request a telephone appointment through the statewide hotline.

When SHIP Is Backed Up

SHIP demand spikes between October 15 and December 7 (Medicare Open Enrollment). During this period, appointment slots fill quickly. For Medicare Savings Program questions outside Open Enrollment season, wait times are shorter — typically a few days for a phone appointment.

If SHIP can't see you quickly enough, two alternatives:

1-800-MEDICARE (1-800-633-4227) answers 24/7 and can verify Medicare entitlement, explain billing rights for QMB patients, and transfer calls to the Benefits Coordination & Recovery Center.

Local legal aid — Community Legal Services (Maricopa/Yuma) and Southern Arizona Legal Aid (Pima/rural counties) handle administrative hearings and billing disputes for free.

SHIP vs. Insurance Brokers

SHIP counselors are not brokers. They receive no commissions and are prohibited from steering you toward any specific plan. If someone on the phone starts asking for a callback number to "enroll you in a plan that covers your Part B premium," that's a broker lead-generation call, not SHIP.

The fastest way to check MSP eligibility before calling SHIP is to compare gross monthly Social Security against the 2026 AHCCCS income limits. If the numbers qualify, the Arizona Medicare Savings Programs & Extra Help Guide covers the full application process, document preparation, and post-approval tracking — everything SHIP would walk through, available immediately.
