Free Medicare Help in Montana: SHIP, MLSA and Other No-Cost Resources

Getting turned down for a Medicare Savings Program feels worse when you spent three hours on hold with a state office and still don't know what went wrong. Montana has several free, no-strings-attached help lines. SHIP counselors are legally prohibited from selling you insurance. Knowing which one to call — and what each one can actually do — saves you from wasting time in the wrong queue.

Montana SHIP: Free Medicare Counseling Statewide

The State Health Insurance Assistance Program (SHIP) is the first call for almost any Medicare question in Montana. SHIP counselors are trained volunteers and staff who work through local Area Agencies on Aging (AAAs) and Aging and Disability Resource Centers (ADRCs) across all 56 counties.

What SHIP can do:

  • Walk you through QMB, SLMB, QI and Extra Help eligibility screening
  • Compare Medicare Part D and Medicare Advantage plans side by side
  • Explain notices from DPHHS or Social Security
  • Help you understand whether your parent qualifies for Big Sky Rx

What SHIP cannot do:

  • Fill out long-form Medicaid applications line by line
  • Represent you at a fair hearing
  • Maintain ongoing document files for your case

Call 1-800-551-3191 (toll-free statewide). Counseling is free and unbiased — SHIP counselors have no financial ties to any insurance company.

Area Agencies on Aging and ADRCs

Montana's ADRCs are the local delivery arm for SHIP counseling and other aging services. If you'd rather meet in person or need help beyond Medicare, your county's ADRC can connect you to Meals on Wheels, respite care, transportation and home modification programs.

SHIP counselors provide basic benefit screening. For help with other programs such as SNAP, LIHEAP and state property tax assistance, ask your county ADRC what referrals are available. For an aging parent in a rural eastern Montana county, the local ADRC may be the only in-person option that doesn't involve a two-hour drive to Billings.

Find your local ADRC through Montana SHIP at 1-800-551-3191 or through DPHHS at dphhs.mt.gov.

MLSA: Free Legal Help for Medicaid and Medicare Disputes

Montana Legal Services Association (MLSA) provides free legal representation to low-income Montanans. For Medicare and Medicaid matters, MLSA may be able to:

  • Represent you at a DPHHS fair hearing if your MSP application was denied
  • Help with Medicaid eligibility disputes and termination notices
  • Advise on spousal impoverishment protections

Call 1-800-666-6124 to request assistance. MLSA has income eligibility requirements and limited staffing. It prioritizes critical civil legal matters over routine MSP application assistance and administrative billing disputes, so routine application questions or billing disputes may not qualify for representation.

If MLSA can't take your case, ask about other legal-aid or referral options.

When to Call Which Resource

Here's a quick routing guide:

  • "My parent just got a notice and we don't understand it" → Call SHIP (1-800-551-3191)
  • "We applied and got denied — we want to appeal" → Call MLSA (1-800-666-6124)
  • "A doctor sent my QMB parent a bill for a copay" → Call 1-800-MEDICARE (1-800-633-4227) to file a complaint, then SHIP for follow-up
  • "We need help with the whole picture — meals, rides, home safety" → Call your county ADRC through SHIP

All of these services are free. None of them will try to sell you a Medicare Advantage plan or collect your phone number for an insurance agent.

What Free Help Doesn't Cover

Free counseling is excellent for one-off questions and plan comparisons. Where it falls short is the full process: assembling your documentation, calculating income disregards, sequencing Extra Help and Big Sky Rx applications in the right order, and keeping track of deadlines across multiple agencies over weeks or months.

If you're managing a parent's Medicare cost-relief applications from start to finish — especially from out of state — our Montana Medicare Savings Programs, Extra Help & Big Sky Rx Guide walks through every step with the forms, calculations and timelines in one place. It's designed to work alongside SHIP and MLSA, not replace them.
