Mississippi SHIP Program: Free Medicare Counseling and Help
What SHIP Does and Doesn't Do
Mississippi's State Health Insurance Assistance Program (SHIP) provides free, unbiased Medicare counseling through the MDHS Division of Aging and Adult Services and regional Area Agencies on Aging. SHIP counselors can help you compare Part D plans, understand Medicare Advantage options, walk through MSP eligibility, and assist with application paperwork.
What SHIP cannot do: they have no authority to approve or deny applications, process claims, or make eligibility determinations. That's DOM's role. SHIP counselors advise and assist — they don't adjudicate.
The important distinction: SHIP counselors are not insurance brokers. They don't sell plans, earn commissions, or steer you toward specific products. When your parent needs plan comparison help, SHIP is the one resource that has no financial interest in the recommendation.
The MAC Center Network
Mississippi Access to Care (MAC) Centers operate under a "No Wrong Door" framework, serving as a single point of entry for long-term services and support. The MAC Center helpline — 1-844-822-4622 — handles initial screening and referrals for both SHIP services and broader aging programs.
MAC Centers primarily focus on Home and Community-Based Services (HCBS), the E&D Waiver, and long-term care options. For straightforward MSP questions — QMB eligibility, income limits, application routing — a SHIP counselor through the same helpline is your best contact.
The key number: 1-844-822-4622. This connects to both SHIP counseling and MAC Center services.
What SHIP Can Help With
SHIP counselors handle a range of Medicare questions that DOM offices typically won't:
- Comparing Medicare Advantage plans vs. Original Medicare for your parent's specific situation
- Identifying the lowest-cost Part D plan based on your parent's current medications
- Explaining how MSP enrollment affects Medicare Advantage or Medigap coverage
- Reviewing DOM notices and helping you understand what the state is asking for
- Assisting with the Part D Extra Help application through SSA
They also staff Medicare Open Enrollment events in communities across the state each fall, where seniors can get one-on-one help reviewing their plan options.

When SHIP Can't Get Back to You
The biggest practical limitation: staffing. Mississippi SHIP relies on a combination of paid staff and trained volunteers. During peak periods — especially Medicare Open Enrollment (October 15 through December 7) and the months when annual Medicaid renewals go out — callback wait times can stretch to days.
If you can't reach SHIP for an urgent MSP question, DOM's central office at 1-800-421-2408 can confirm application status and explain notices. For QMB billing disputes, 1-800-MEDICARE (1-800-633-4227) handles federal complaints directly.
Other Free Resources in Mississippi
Beyond SHIP and MAC Centers:
- Mississippi Legal Services (1-800-982-2550 / mslegalservices.org): free legal representation for low-income seniors facing Medicaid denials, illegal billing, or fair hearing appeals.
- Senior Medicare Patrol (SMP): focuses on Medicare fraud detection and scam prevention — not application assistance, but useful if your parent is receiving suspicious calls about "new Medicare cards" or unsolicited plan changes.
- DOM Regional Offices: 30 locations across the state for in-person application submission and status checks.
The Mississippi Medicare Savings Programs & Extra Help Guide includes the complete directory of DOM regional offices by county and explains how to route each type of question to the right agency.
