MyBenefits Hawaii Portal: How to Apply for Medicare Savings Online

What the Portal Is

The KOLEA system at medical.mybenefits.hawaii.gov is Med-QUEST's official online application portal. It handles Hawaii health coverage applications, including Medicare Savings Programs (QMB, SLMB, QI) and full QUEST Integration Medicaid.

Using KOLEA eliminates the postal delays that neighbor island and mainland-based families deal with when mailing paper forms. You can create an account, complete the application, upload supporting documents, and check your case status from any device with internet access.

How to Apply Through KOLEA

Create an account. Go to medical.mybenefits.hawaii.gov and follow the portal's account instructions. If an adult child is helping, enter the applicant's name and personal information on the application.

Complete the interactive screening. KOLEA asks questions about the applicant's age, Medicare status, household, income, and assets. For a Medicare Savings Program application, provide the requested information about Medicare enrollment (Part A and/or Part B), income sources (Social Security, pensions, VA benefits), and countable resources (bank accounts and investments). The application also requires the information collected on DHS 1100 and DHS 1100B.

Upload documents during the same session. KOLEA accepts electronic supporting documents, including proof of Medicare enrollment, income, identity, and resources. Follow the portal's instructions to attach each document to the application.

Submit and note the confirmation number. After submission, KOLEA generates a confirmation. Save it as a record of the submission date. Med-QUEST's 45-day decision period is measured from receipt of a signed application.

Common Portal Issues

If you cannot access or link an existing KOLEA account, call Med-QUEST at 1-800-316-8005 for help.

Status notifications inside KOLEA can be unclear. The portal may show "pending" for weeks without detail on whether additional documents are needed. Calling the toll-free line at the 30-day mark to verify completeness is a reliable workaround.

Uploading documents from a phone camera sometimes produces images that are too blurry for caseworkers to read. If you are photographing documents with a phone, use a flat surface with good lighting and check the image clarity before uploading.

When to Use Paper Instead

KOLEA works well for straightforward applications, but some situations are easier on paper. If an adult child needs authority to manage the case, file DHS 1127 as well. Med-QUEST accepts forms by mail, fax, or in person; confirm the portal's current upload instructions if you want to submit DHS 1127 online.

For renewals, Med-QUEST mails a pre-populated form (N-14 or DHS 1100B-2) with the data they already have on file. Returning that pre-populated form is faster than starting a new KOLEA application.

Our Hawaii Medicare Savings Programs & Extra Help Guide includes a portal walkthrough with screenshots of each KOLEA section, explains which questions to answer and which to skip for an MSP-only application, and provides a document upload checklist so nothing gets missed during the online session.
