Mississippi QMB Benefits: What QMB Covers and How It Works
What QMB Covers in Mississippi
QMB (Qualified Medicare Beneficiary) is the most comprehensive of Mississippi's three Medicare Savings Programs. If your parent qualifies, the state pays:
- Part B premium: the standard premium is $202.90/month in 2026, deducted from Social Security. DOM's buy-in stops this deduction and reimburses premiums withheld from the eligibility effective date.
- Part A premium: $565/month for those with fewer than 30 work quarters, or $311/month for those with 30 to 39 quarters. Mississippi is a Part A Buy-In State, so QMB applicants can get conditional Part A enrollment year-round.
- Part A deductible: $1,736 per benefit period in 2026 for inpatient hospital stays.
- Part B deductible: $283 per year in 2026.
- All coinsurance and copayments: the 20% coinsurance on Part B services, skilled nursing facility coinsurance, and any other Medicare cost-sharing.
A QMB-Only enrollee pays nothing out of pocket for Medicare-covered services. Providers are legally prohibited from billing them for any cost-sharing amount — even if Mississippi Medicaid pays the provider $0.00 for the cost-sharing claim.
QMB vs. SLMB vs. QI
The differences come down to what each program pays and who qualifies:
QMB (up to 100% FPL — total monthly income must be less than $1,380 for an individual in 2026): pays everything listed above. The most valuable program by far.
SLMB (100–120% FPL — total monthly income must be less than $1,646 for an individual): pays the Part B premium only. No coverage for deductibles, coinsurance, or copayments. No Part A premium coverage.
QI (120–135% FPL — total monthly income must be less than $1,846 for an individual): also pays Part B premium only. Funded through a capped federal block grant, so approvals are first-come, first-served. People who had QI the previous year get priority.
All three programs share the same application process through DOM, the same $50 Mississippi income disregard, and the same zero asset test.
The Extra Help Bonus
Here's the benefit families often miss: any MSP enrollment — QMB, SLMB, or QI — automatically triggers Full Extra Help for Part D prescription drug costs. No separate application. DOM sends your eligibility data to CMS, and your parent receives:
- $0 Part D plan premiums on benchmark plans
- $0 annual Part D deductible
- Copayments of $5.10 for generics and $12.65 for brand-name drugs in 2026
This automatic deemed eligibility bypasses SSA's standalone Extra Help resource limit ($16,590 for an individual and $33,100 for a couple in 2026, before any burial exclusion). A senior who would exceed that limit can still receive Extra Help automatically through a Mississippi MSP approval.

QMB-Only vs. QMB-Dual
Mississippi distinguishes between two QMB classifications:
QMB-Only (COE-031): the beneficiary's only state coverage is Medicare cost-sharing through QMB. They receive a Medicaid card showing QMB status, but do not get full Medicaid benefits for doctor visits or pharmacy coverage beyond what Medicare covers.
QMB-Dual (COE-031 with DEI code "Q"): the beneficiary qualifies for both full Medicaid benefits and QMB cost-sharing. They get their regular Medicaid coverage plus QMB's Medicare cost-sharing protections.
The distinction matters when a QI enrollee enters a nursing home or needs Home and Community-Based Services. DOM transitions them to full Medicaid and, if their income is below 100% FPL, adds QMB-Dual status automatically.
What QMB Does Not Cover
QMB pays for Medicare cost-sharing — it does not replace Medicare itself. Services that Medicare doesn't cover (routine dental, most vision, hearing aids, long-term custodial care) are not covered by QMB. QMB-Dual enrollees may get some of these through their full Medicaid benefits, but QMB-Only does not.
QMB also does not cover non-covered medical services, cosmetic procedures, or experimental treatments.
