Alabama Medicaid District Office Locations for Medicare Savings Program Applications
Alabama Medicaid processes Medicare Savings Program applications through 11 regional District Offices — not through county DHR offices, which is a common point of confusion. Each District Office covers a cluster of counties and handles intake, processing, and renewals for QMB, SLMB, and QI-1 applications. Sending Form 210 to the right office can shave days off your processing time.
How to Find Your District Office
Your assigned District Office is determined by the county where the applicant lives. Alabama's 67 counties are divided among the 11 offices listed below. For phone applications or general questions, you can also call the central Recipient Call Center at 1-800-362-1504 (Monday–Friday, 8:00 a.m.–4:30 p.m.).

What District Offices Do (and Don't Do)
District Offices handle MSP-specific functions:
- Accept Form 210 applications in person, by mail, or by fax
- Process eligibility determinations — they're the ones calculating your income and assigning your tier
- Handle renewal paperwork (Form 210-R)
- Provide status updates on pending applications — often more specific than what the central call center can tell you
- Schedule informal conferences if you want to resolve a denial before requesting a formal Fair Hearing
They do not provide insurance plan advice, Part D comparisons, or legal representation. For those, contact Alabama SHIP (1-800-243-5463) or Legal Services Alabama (1-888-835-3505).

Important: Not the Same as County DHR
Alabama County Department of Human Resources offices handle child welfare, food assistance (SNAP), and some adult protective services. They do not process Medicare Savings Program applications. A DHR worker might forward a paper Form 210 to the right Medicaid District Office as a courtesy, but the application won't be processed at DHR. Go directly to your District Office to avoid routing delays.
