North Dakota Medicare Savings Program Renewal: How to Keep Your Coverage

How North Dakota Renews MSP Coverage

North Dakota redetermines Medicare Savings Program eligibility every 12 months. The process starts automatically — you don't have to file a new application each year.

Ex parte review comes first. Before mailing anything, ND HHS checks electronic databases (the Federal Data Services Hub, SSA BENDEX files, and the State Data Exchange) for updated benefit and asset information. If everything verifies electronically and your parent still meets the limits, renewal happens automatically with no action required.

If electronic verification isn't enough, the state mails a pre-populated renewal form showing the information it has on file. Your parent reviews it, corrects anything that changed, signs, and returns it with any requested documentation within 30 calendar days.

What Triggers a Problem

The most common renewal issues:

Address changes. If your parent moved or mail gets forwarded inconsistently, the renewal form might not arrive. A missed form means missed deadline.

Income just over the limit. The annual Social Security COLA can push income above a tier threshold. North Dakota protects QI recipients by disregarding the COLA increase during January, February, and March until new poverty guidelines take effect April 1. But for QMB and SLMB, the higher income is counted immediately.

Asset changes. A lump-sum Social Security back-payment (such as a retroactive adjustment from the Social Security Fairness Act) counts as income in the month received. Any unspent portion in the following month becomes a countable resource. If that pushes savings over $9,950 (single) or $14,910 (couple), eligibility could be affected.

If Coverage Closes

If the renewal form isn't returned by the deadline, eligibility closes at the end of that month. But there's a safety net: if your parent submits the completed renewal within 90 days after closure, ND HHS reopens the case without requiring a brand-new application.

Report changes in income, resources, marital status, or address to your local Human Service Zone within 10 calendar days of the change. Staying current prevents surprises at renewal.

What Losing MSP Means for Extra Help

If MSP coverage ends, the automatically deemed Extra Help doesn't disappear right away. Coverage that closes before July 1 keeps Extra Help through December 31 of that year. Coverage that closes on or after July 1 extends Extra Help through December 31 of the following year. Use that grace period to apply for standalone Extra Help through SSA if the MSP renewal doesn't go through.

Take Action Before the Deadline

Update contact information with your Human Service Zone whenever your parent moves. Set a calendar reminder 11 months after approval to watch for the renewal form. If it doesn't arrive, call the Customer Support Center at 1-866-614-6005 to confirm the case status.

The North Dakota Medicare Savings Programs & Extra Help Guide includes a renewal calendar tracker and a list of exactly what changes must be reported and how.
