NJ SHIP Free Medicare Counseling: How to Get Help With Medicare in New Jersey

Your Parent Has Medicare Questions and No One to Ask

Your mother's Part B premium just went up again. She got a letter about Extra Help that she doesn't understand. The pharmacy says her drug plan changed. Medicare's 1-800 number puts her on hold for 45 minutes and gives different answers each time she calls.

New Jersey runs a State Health Insurance Assistance Program — SHIP — that provides free, one-on-one Medicare counseling through trained volunteers in all 21 counties. The counselors are not insurance agents. They don't sell plans. They don't earn commissions. Their job is to help your parent understand what Medicare covers, compare plan options, and navigate cost-help programs like the Medicare Savings Programs and Extra Help.

What SHIP Counselors Actually Do

SHIP counselors sit down with your parent (in person or by phone) and walk through their specific situation. They can:

  • Compare Part D drug plans by entering your parent's actual prescriptions into Medicare's plan finder and showing which plan covers their medications at the lowest total cost
  • Explain Medicare Savings Program eligibility — whether your parent might qualify for QMB, SLMB, or QI based on their income and assets
  • Help file a Medicare appeal if a claim was denied or a service wasn't covered
  • Review Medicare Advantage plan options during Open Enrollment
  • Explain billing statements — what Medicare paid, what the supplement paid, and what your parent actually owes

What they cannot do: they cannot file your NJSave application for you, track your application through the county welfare agency, draft a QMB billing dispute letter, or manage paperwork on an ongoing basis. For that kind of structured process support, you need either Legal Services of New Jersey (for legal representation on denials) or a step-by-step guide you can follow at your own pace.

How to Book an Appointment

Call the NJ SHIP helpline at 1-800-792-8820. They'll connect you with the SHIP office in your parent's county and can tell you what appointment options are available.

You can also attend SHIP presentations at local libraries and community centers during Medicare Open Enrollment (October 15 through December 7). These group sessions cover plan changes for the coming year.

If your parent lives in New Jersey but you live out of state, contact their county SHIP office to ask how a family member can join a counseling session. Have your parent's Medicare number and a list of their current medications ready.

When SHIP Isn't Enough

SHIP is the right starting point when your parent needs to understand their Medicare options or compare plans. It's not designed for ongoing case management.

If your parent has been denied a Medicare Savings Program, needs to file a fair hearing, or is being illegally billed as a QMB beneficiary, those situations need either legal help from LSNJ (1-888-LSNJ-LAW) or the structured tools and templates in the New Jersey Medicare Savings Programs Guide — which covers the entire application, billing protection, and appeals process with worksheets you fill in as you go.
