Mississippi Medicare Savings Program Renewal: What to Expect

How Mississippi Handles Annual Renewals

MSP eligibility must be redetermined every 12 months. Mississippi DOM runs an automated ex parte process before asking you for anything — the agency checks federal and state electronic data sources (SSA records, employment security data, asset verification systems) to see whether you still qualify.

If the electronic data confirms ongoing eligibility, your coverage renews automatically. You'll receive an ex parte approval notice, and nothing else is required.

When You Get a Pre-Populated Renewal Form

If DOM's electronic review hits a discrepancy or can't verify your current income, you'll receive a pre-populated annual renewal packet. The form already has your information filled in based on what DOM has on file. Your job is to review it, correct anything that changed, sign it, and return it with updated income verification.

The renewal packet gives a return deadline, generally 30 days from issue. Use the due date printed on the form, and call your regional office promptly if you need help meeting it.

What to include with the returned form:

  • Current Social Security Benefit Adjustment Letter (showing gross monthly amount)
  • Updated pension or VA benefit statements if amounts changed
  • Any changes in marital status, living arrangement, or residential address

What Happens If You Miss the Deadline

If DOM closes your coverage for failure to return the renewal form, you have a 90-day reinstatement window. Return the completed renewal packet and requested information within 90 days after closure. If you remain eligible, DOM can reinstate coverage without a new application and restore benefits for the gap.

After 90 days, you'll need to file a new Form DOM-300 and go through the initial application process again, with a 45-day processing time frame for most applications or 90 days if a disability determination is required.

The January COLA Trap

Every January, Social Security benefits get a cost-of-living adjustment (COLA). Federal law excludes the increase from QMB, SLMB, and QI income during transition months: from the month the COLA takes effect through the month after HHS publishes the revised poverty guidelines. HHS published the 2026 guidelines on January 15, so the 2026 transition months were January and February. Mississippi DOM's 2026 Medicare Cost-Sharing guide was revised March 1.

If your parent receives a renewal notice in January or February citing income over the limit, check whether the COLA disregard was properly applied. If DOM counted the COLA increase before updating the FPL thresholds, that's an error worth appealing.

Change Reporting Between Renewals

Beneficiaries must report changes to their DOM regional office within 10 calendar days. Reportable changes include:

  • Increase or decrease in gross monthly income
  • Change in marital status or household composition
  • Change of residential address
  • Loss of Medicare Part A or Part B

If your parent moves to Mississippi from another state, MSP benefits do not transfer. They need to establish Mississippi residency, terminate out-of-state Medicaid, and file a new application with a Mississippi DOM regional office.
