How to Apply for Medicare Savings Program on kynect

What kynect Handles for Medicare Savings

kynect (kynect.ky.gov) is Kentucky's integrated benefits portal — the same system that handles Medicaid, SNAP, and KTAP applications. For Medicare Savings Programs, kynect accepts online submissions for QMB, SLMB, and QI through the non-MAGI Medicaid pathway.

The kynect route is fastest for adult children applying on behalf of a parent, especially if they're managing the process remotely from Louisville, Lexington, Northern Kentucky, or out of state entirely.

Setting Up a kynect Account

Go to kynect.ky.gov and create an individual account. You'll need a working email address and will set up security questions. If you're applying for a parent, the applicant or an authorized representative creates the user account; submit Form MAP-14 (Interested Party Authorization), a valid Power of Attorney, or a court-ordered guardianship document so DCBS can recognize you as the representative. Without an authorized representative on file, DCBS sends eligibility notices and renewal packets to the applicant.

If your parent already has a kynect account from a previous Medicaid or SNAP application, use that existing account rather than creating a new one.

Completing the Application

The Medicare Savings Program application falls under the non-MAGI Medicaid section of the kynect form. The portal walks you through:

  • Household information: Who lives in the household, marital status, and whether the applicant's spouse is also applying
  • Income details: Gross Social Security benefit amount, pensions, annuities, and any earned income
  • Asset declaration: Bank account balances, investment accounts, life insurance cash values, vehicle information
  • Medicare information: Part A and Part B enrollment status and effective dates

Upload digital scans or photos of supporting documents — the Social Security award letter, Medicare card, and bank statements covering the most recent one to three months. The portal accepts PDFs, JPGs, and PNGs.

After Submission: What kynect Shows and Doesn't Show

kynect provides a confirmation number and shows the application status in your dashboard. Where it falls short is explaining what's happening when the application sits in "Pending" status. Observed processing times in Kentucky range from 20 to 40 calendar days, depending on office workload and whether documentation is complete.

If DCBS needs additional documentation, you may receive a request through kynect's secure messaging (check under "Notices" or "My Documents") or by physical mail. Federal standards require DCBS to issue a decision within 45 calendar days.

The portal does not explain the $20 income disregard that DCBS applies, doesn't show worked eligibility calculations, and doesn't warn about the 60-to-90-day lag before the Part B premium actually stops being deducted from Social Security. These are mechanical details the system assumes you already understand.

For guidance on what those pending statuses mean, how the eligibility math works behind the scenes, and what to do if the application stalls or is denied, the Kentucky Medicare Savings Programs & Extra Help Guide covers the full process from kynect submission through approval and beyond.
