IHSS Timesheet California: How to Submit Timesheets and Manage Your Parent's Case

Getting approved for In-Home Supportive Services is only half the battle. If you're the IHSS provider for your aging parent — or managing a provider who is — timesheets must be submitted correctly and on time, or payment stops. California's IHSS timesheet system has specific rules for who can sign, how to submit, and what to do when your parent can't sign for themselves.

How IHSS Timesheets Work

IHSS providers submit timesheets every two weeks documenting the hours worked. California offers two submission methods:

Electronic Timesheet System (ETS). The state's preferred method. Providers and recipients register through the IHSS website or the TTS (Telephone Timesheet System). Both the provider and the recipient must authorize each timesheet entry — the provider enters hours worked, and the recipient (your parent) confirms them.

Paper timesheets (SOC 2256). Still accepted for providers and recipients who haven't enrolled in the electronic system. Paper timesheets must be signed by both the provider and the recipient, then mailed to the IHSS Timesheet Processing Facility in Chico. Processing takes longer than electronic submission, and mail delays can push payment back by weeks.

Timesheets cover a two-week pay period. The provider records the date, start time, end time, and total hours for each day worked. Hours cannot exceed the authorized monthly maximum set during the IHSS assessment — if your parent was approved for 120 hours per month, that's the ceiling.

The SOC 839 Problem: When Your Parent Can't Sign

Here's where families hit a wall. Timesheets require the recipient's signature confirming that the provider actually worked the hours claimed. If your parent has dementia, a stroke, or any condition that prevents them from signing or using the electronic system, you need a workaround — and a general power of attorney doesn't solve this.

Form SOC 839 — Designation of Authorized Representative. This is the form that authorizes you (or another person) to act on your parent's behalf for IHSS program purposes. It allows the authorized representative to communicate with the county social worker, attend assessments, and manage the IHSS case.

Form SOC 839A — Designation of Signatory for Timesheets and Other Provider-Related Documents. This is the specific form that authorizes someone to sign timesheets on your parent's behalf. Without this form, you cannot approve timesheet entries for a parent who can't sign.

Both forms must be filed with the county social services office handling your parent's IHSS case. They require the recipient's signature (or their conservator's signature if the recipient lacks capacity). If your parent can't sign and doesn't have a conservator, the county may accept a durable power of attorney as the basis for the authorized representative, but the SOC 839/839A still need to be filed separately.

Common Timesheet Mistakes

Late submission. Timesheets are due within specific windows after each pay period. Late submissions delay payment and can trigger an investigation if the pattern continues.

Hours exceeding authorization. If the provider works more hours than the county authorized, those excess hours won't be paid. If your parent's needs have increased, request a reassessment from the county social worker — don't just work extra hours and hope they'll be approved retroactively.

Inconsistent entries. The hours on the timesheet must match what was actually worked. Discrepancies between provider and recipient entries in the electronic system trigger holds. If you're both the provider and the authorized representative (common when an adult child is the paid caregiver), be especially careful — the county scrutinizes self-certifying arrangements more closely.

Not keeping records. Providers should keep their own copies of all submitted timesheets and any correspondence with the county. If a payment is disputed or lost, having your records makes resolution much faster.

Provider Enrollment Requirements

If you're an adult child serving as your parent's IHSS provider, you must complete provider enrollment before you can submit timesheets. This includes:

• Provider enrollment form (SOC 426)
• Live Scan fingerprint background check through the Department of Justice
• Provider orientation (online or in-person through the county)
• W-4 and I-9 employment forms

Processing takes 2–4 weeks after all paperwork is submitted. You won't receive a provider number — and can't submit timesheets — until enrollment is complete.

The Overtime Cap

Under federal Fair Labor Standards Act rules applied to IHSS, providers are limited to 66 hours per workweek across all IHSS recipients. If you provide care for more than one person (such as both parents), your combined hours cannot exceed this cap. Violations result in the county reducing authorized hours.

Exceptions exist for providers who live with the recipient. Live-in providers can work more than 66 hours per week but only receive pay for up to the authorized amount — overtime pay rules apply differently in this arrangement.
