HealthyRhode Portal: How to Apply for Medicare Savings Program Online in Rhode Island
HealthyRhode (healthyrhode.ri.gov) is Rhode Island's online portal for applying to the Medicare Savings Program. It works — but it has quirks that trip up applicants, especially when uploading documents or checking status. Here is what to expect and how to get through it.
Setting Up Your Account
Go to healthyrhode.ri.gov and create a user account. You need an email address and a password. If your parent does not have an email address, you can create the account using yours — but you will need your parent's authorization on file with DHS to manage the application (a DHS Designated Representative Form or a Power of Attorney).
Once logged in, look for the "Medicare Premium Payment" application option. This is critical: the portal handles multiple programs, and selecting the wrong one can route your application into a MAGI-based Medicaid evaluation instead of the MSP pathway. Choose "Medicare Premium Payment" specifically.
Uploading Documents
DHS needs proof of identity, Rhode Island residency, citizenship or lawful presence, Medicare entitlement (a copy of the Medicare card showing Part A/B), gross monthly income (Social Security award letter, pension statements), and liquid assets (bank statements for the last one to three months).
The upload function is where most complaints come from. Common problems and workarounds:
Upload errors. The portal can have upload issues. Follow its file-type and size instructions; if a file will not upload, reduce its size or use another DHS submission channel.
Confirmation gaps. After uploading, the portal does not always show a clear confirmation that DHS received each file. Take a screenshot of the upload screen after each document. If you are unsure whether a document went through, call the DHS Call Center at 1-855-697-4347 to verify.
Checking Application Status
After submitting, you can log back into HealthyRhode to check your case status. The portal shows whether your application is pending, whether DHS requested additional documents, and whether a decision has been issued.
Status updates are not instantaneous. DHS has 45 calendar days to issue a determination. During busy periods, the portal status may lag behind actual processing. If 45 days pass with no update, call DHS directly.

When to Skip the Portal
If uploading documents becomes a genuine obstacle — and for many seniors it does — mail the paper application and document copies to DHS at P.O. Box 8709, Cranston, RI 02920-8787. Drop-box access varies by location: Pawtucket, Woonsocket, Wakefield, and Middletown have listed 24/7 exterior boxes; Cranston has an exterior box; and Providence's lobby box is at the Shepard Building, 80 Washington Street, Providence, RI 02903, from 8:30 AM to 4:00 PM.
The result is the same regardless of channel. The portal is faster when it cooperates, but paper is reliable.
