How Half-Rate Carer's Allowance Works
Carer's Allowance is a means-tested payment. The rules for combining it with another social welfare payment depend on your circumstances, so ask the Department of Social Protection whether Half-Rate Carer's Allowance applies to you.
In 2026, the full Carer's Allowance rate for someone under 66 is €270 per week. Confirm the payable half-rate amount in a combined claim with the Department before budgeting around it.
Who Qualifies
You need to satisfy two conditions simultaneously:
You meet the Carer's Allowance conditions. You must be providing full-time care and attention for at least 35 hours per week to a person who needs it. The conditions also limit work, study, or training to 18.5 hours per week and require habitual residence. Confirm which other payments are compatible and whether any living-arrangement rule applies with the Department.
The means test still applies. The Department of Social Protection assesses your household income using the standard Carer's Allowance thresholds — in 2026, the weekly income disregard is €1,000 for a single person and €2,000 for a couple.
How to Apply
You apply using the standard Carer's Allowance application form (CR1). Ask the Department how it will assess any half-rate entitlement alongside your existing payment.
Do not assume that qualifying for another welfare payment automatically changes an existing Carer's Allowance award; confirm the effect with the Department.

The Carer's Support Grant Is Unaffected
If the Department confirms that you are a recipient of Carer's Allowance, the separate Carer's Support Grant is €2,000 annually, paid on the first Thursday of June and exempt from income tax.
Does This Affect HSE Home Support
No. Your parent's HSE Home Support hours are based on their clinical care needs, not on your income or welfare status. Receiving Half-Rate Carer's Allowance has no bearing on the hours allocated after the interRAI assessment.
In practice, many families combine both: HSE home support covers scheduled visits for personal care, while the family carer fills the remaining hours. The half-rate allowance helps offset the financial impact of reducing your own working hours to provide that care.
