Age Well and Senior Solutions: Vermont's Regional Medicare Help by County
Vermont's Regional Approach to Medicare Help
Vermont does not have a single statewide office for Medicare assistance. Instead, five regional Area Agencies on Aging (AAAs) divide the state by county. Each provides free SHIP (State Health Insurance Assistance Program) counseling — unbiased help with Medicare enrollment, plan comparison, and benefits applications. No insurance sales, no commissions.
Finding the right agency by county matters because calling the wrong one just adds a referral step. Here is the map:
Age Well — Addison, Chittenden, Franklin, Grand Isle counties. Serves the Burlington metro area and northwestern Vermont. Generally the highest volume of requests due to population density.
Senior Solutions — Windsor, Windham counties. Covers southeastern Vermont, including the Brattleboro and Springfield areas.
Central Vermont Council on Aging (CVCOA) — Lamoille, Washington, Orange counties. Serves the Montpelier–Barre area and central Vermont.
Northeast Kingdom Human Services / Area Agency on Aging — Caledonia, Essex, Orleans counties. Covers the most rural part of the state, where broadband access and transportation to offices are real barriers.
Southwestern Vermont Council on Aging (SVCOA) — Bennington, Rutland counties. Serves the southwestern corner of the state.
What SHIP Counselors Can Do
SHIP counselors help with:
- Comparing Part D prescription drug plans during Open Enrollment (October 15 – December 7)
- Explaining Original Medicare vs. Medicare Advantage options
- Screening for Medicare Savings Programs (QMB, QI) and VPharm eligibility
- Helping fill out Form 201P for MSP and VPharm applications
- Answering questions about Medicare enrollment periods and late enrollment penalties
What they typically do not do: represent your parent in an appeal or fair hearing, provide ongoing case management, track delayed SSA buy-in processing, or intervene in provider billing disputes. For those issues, contact the Office of the Health Care Advocate at 1-800-917-7787.
Appointment Wait Times
During peak periods — Open Enrollment in the fall and early-year Medicaid redetermination windows — SHIP appointment availability tightens across all five agencies. Wait times of three to six weeks are common at the busiest agencies.
To minimize delays:
- Call in early October before Open Enrollment demand peaks
- Ask whether phone or video appointments are available (faster than in-person in most regions)
- Have income documents and medication lists ready before the call so the counselor can work efficiently
For families managing an aging parent from out of state — Boston, New York, or elsewhere in New England — phone and video appointments are available through most agencies. You do not need to be physically present in Vermont.

When to Go Beyond the AAA
Your regional AAA is the right starting point for understanding what your parent qualifies for and getting help with applications. But some situations need more specialized help:
Complex income calculations: If your parent has self-employment income, VA benefits, or multiple pension sources, the income disregard rules get complicated. A SHIP counselor can help, but having an income calculation worksheet in front of you speeds the process.
Denied application: If DVHA denied your parent's MSP or VPharm application, the appeal process has strict deadlines (60 days for internal review, 90 days for Human Services Board fair hearing). Contact the Office of the Health Care Advocate.
Illegal billing after QMB approval: If a doctor or hospital is billing your parent for Medicare deductibles or copays despite active QMB enrollment, that violates federal law. The AAA can explain the rule, but resolving it may require a formal cease-and-desist letter.
Start With Your Parent's County
Look up your parent's county in the list above and call the corresponding agency. Ask for a SHIP counselor and mention that you want to check eligibility for Medicare Savings Programs and VPharm — not just plan comparison. This ensures you are routed to someone who can screen for cost-reduction programs, not just help pick a Part D plan.
The Vermont Medicare Savings Programs guide covers what happens after the AAA appointment: income worksheets, step-by-step application instructions, and tracking tools for every stage of the enrollment process.
