Wyoming Medicare Savings Program Documents Needed
What WDH Actually Asks For
The Wyoming Department of Health Customer Service Center processes Medicare Savings Program applications through the Wyoming Eligibility System (WES). The system runs backend data matches against federal databases—Social Security income through BENDEX, SSI status through SDX—but it still needs paper documentation for assets and certain income types.
Here's what to gather before submitting the application.
Income Verification
Social Security: WDH verifies this electronically in most cases. But bring or upload a current Social Security award letter (SSA-1099 or benefit verification letter from ssa.gov) to speed things up. The award letter shows gross monthly benefits before Part B and tax withholding.
Pensions: Provide the most recent pension payment statement—monthly or quarterly—from each pension source. Private pensions, state retirement systems, and military retirement all count as unearned income.
Earned income: If your parent or their spouse works, provide the last two to three pay stubs. Earned income gets favorable treatment in the eligibility calculation—the first $65 is excluded, then half the remainder is deducted.
Veterans Affairs benefits: VA disability compensation is countable income. But VA Aid and Attendance, housebound allowances, and reimbursements for unusual medical expenses are excluded. Provide the VA benefit letter showing the type and amount.
Asset Documentation
Bank statements: WDH may ask for 30 days of consecutive bank statements for each account it needs to verify. Checking accounts, savings accounts, credit union accounts, and money market accounts may need documentation; follow any Request for Information for the exact period requested.
Joint accounts: This is where applications get complicated. Wyoming presumes that 100% of a joint bank account balance is available to the applicant. If your parent has a joint account with an adult child, the full balance counts against the $9,950 asset limit (individual) or $14,910 (couple)—unless you formally prove that the other person's money is in the account.
To rebut joint ownership, the applicant needs:
- A written statement explaining the account history and who deposited what
- Corroborating statements from the co-owner
- Bank records showing deposit origins
- Proof the account has been restructured to separate funds
Retirement accounts: IRAs, 401(k)s, and Keogh plans are countable to the extent funds can be withdrawn, minus early withdrawal penalties. Provide the most recent quarterly statement.
Life insurance: Whole life policies with face values totaling over $1,500 per individual have countable cash surrender value. Term life with no cash value is excluded.
Burial funds: Dedicated burial funds up to $1,500 per spouse are excluded. Burial plots for the applicant and immediate family are fully excluded.

How to Submit Documents
WDH accepts documents through six channels:
- Online upload: wesystem.wyo.gov (instant receipt)
- Email: [email protected] (automated receipt)
- Fax: 1-855-329-5205 (keep confirmation log)
- Mail: WDH CSC, 3001 E. Pershing Blvd., Suite 125, Cheyenne, WY 82001
- Phone-assisted: Call 1-855-294-2127 for telephonic application
- In-person: Any local DFS field office
The fastest methods are online upload and email—both generate proof of submission immediately. For families managing this from out of state, electronic submission eliminates the mail transit risk.
The 10-to-14-Day Window
If WDH needs additional documentation after you apply, they send a Request for Information with a response deadline of 10 to 14 days. Missing this deadline is the single most common reason applications are denied in Wyoming—not because the applicant was ineligible, but because verification wasn't returned in time.
The Wyoming Medicare Savings Programs & Extra Help Guide includes a printable document preparation checklist organized by income source and asset type, along with a filing tracker so you can confirm every document was received before the deadline runs.
