How to Apply for Medicare Savings Program in Wyoming

The Application Form

Wyoming uses one form for all Medicaid programs: the "Application for Health Coverage & Help Paying Costs." You do not need a separate form for Medicare Savings Programs. On the application, check the box indicating Medicare Savings Program coverage. Fill out the sections for household composition, income, assets, and Medicare status. Leave the long-term care sections blank — those apply to nursing home Medicaid, not MSP.

The Wyoming Department of Health Customer Service Center in Cheyenne processes every standalone MSP application. Local Department of Family Services offices can hand out forms and accept completed applications, but the eligibility decision happens at the Customer Service Center.

Six Ways to Submit

Online. Create an account on the Wyoming Eligibility System (WES) at wesystem.wyo.gov. The portal lets you fill out the application electronically, upload verification documents, and check your status later. You receive a confirmation receipt when the application submits successfully.

Phone. Call the Customer Service Center at 1-855-294-2127 (TTY: 1-855-329-5204). A worker walks through the application with you and captures a telephonic signature. This is a good option for parents who are not comfortable with online forms.

Mail. Send the completed paper application to Wyoming Department of Health, Customer Service Center, 3001 E. Pershing Blvd., Suite 125, Cheyenne, WY 82001. Use certified mail so you have proof of the filing date — the date the application is received affects the effective start of benefits.

Fax. Fax to 1-855-329-5205. Keep the fax confirmation page showing the date, time, and page count.

Email. Scan the completed application and send it to [email protected]. You will receive an automated receipt.

In person. Drop off a completed application at any county DFS field office. The intake staff logs the receipt date and sends it to the Customer Service Center for processing.

Documents You Will Need

Wyoming Medicaid verifies income electronically through the Beneficiary and Earnings Data Exchange (BENDEX) for Social Security income, but you should be prepared to provide proof of other income sources and assets:

  • Medicare card (or CMS notice showing Medicare entitlement)
  • Recent Social Security benefit statement
  • Pension or annuity statements
  • Bank statements covering 30 consecutive days
  • Proof of residency in Wyoming
  • Photo identification
  • Information about any life insurance policies with cash value

For joint bank accounts where an adult child is co-owner, bring records showing who deposited the funds. Wyoming presumes the full balance is available to the applicant unless documented otherwise.

If You Are Helping a Parent from Out of State

An adult child can help fill out the application but cannot sign it on the parent's behalf or communicate with the agency without authorization. To act as the official contact, submit an Authorized Representative Form signed by the parent, or provide power of attorney documentation. Once an authorized representative is registered in WES, the Customer Service Center sends copies of information requests, approval notices, and renewal forms to the representative's address.

Processing Time and What Comes Next

Expect 45 to 90 days for the state to process the application. Once approved, QMB coverage starts the first of the month after the determination. SLMB and QI can be retroactive up to three months before the application month.

After approval, SSA takes an additional 60 to 90 days to stop deducting the Part B premium from the Social Security check and issue retroactive refunds. This delay is normal — the state and SSA are separate systems.

The Wyoming Medicare Savings Programs & Extra Help Guide includes document checklists, tracking templates for following up on your application status, and step-by-step WES portal instructions.
