How to Apply for Medicare Savings Program in Arkansas
Three Ways to Apply
Arkansas DHS accepts Medicare Savings Program applications through three channels:
Online — The Access Arkansas portal at access.arkansas.gov handles digital applications. Select "Healthcare Coverage," then navigate to the Aged, Blind, and Disabled / Medicare Savings option. Don't choose ARHOME — that's the Medicaid expansion pathway for working-age adults and uses completely different eligibility rules.
In person — Bring the application and documents to any county DHS office. Arkansas has offices in all 75 counties. The main Little Rock office is at 1105 MLK Jr. Drive; Northwest Arkansas applicants can go to the Benton County office at 900 SE 13th Court in Bentonville or the Washington County office at 4201 N. Shiloh Drive in Fayetteville.
By phone — Call the DHS Client Assistance line at 1-855-372-1084 to start an application over the phone.
Documents You'll Need
DHS uses automated data exchanges with SSA, the Asset Verification System, and the Department of Workforce Services to verify most information electronically. But prepare these in case electronic checks come back incomplete:
- Social Security award letter or recent benefit statement
- Pension and annuity statements showing monthly amounts
- Bank statements for all checking, savings, and investment accounts (30–60 days)
- Life insurance policy schedules showing cash surrender values
- Vehicle registration for any car beyond the first (one vehicle is excluded regardless of value)
- Arkansas driver's license or state ID and proof of residency (utility bill or lease)
If you're an adult child applying on behalf of a parent, you must file an Authorized Representative Designation form. A standard medical HIPAA release won't work — DHS requires their specific form before they'll discuss the case with you or send you copies of notices.
What Happens After You Submit
DHS has 45 calendar days to process an MSP application. During that window, the county office may request additional verification if electronic checks show discrepancies. Respond to any document request quickly — delays in your response extend the processing timeline.
If approved for QMB, coverage begins on the first day of the month following approval. QMB cannot be backdated.
If approved for SLMB or QI, coverage can be retroactive up to three months before your application date, as long as your parent met all eligibility requirements during those months.
Once approved, DHS sends a DCO-700 Notice of Action confirming the program and effective date. Keep this notice — it's your proof of enrollment, and you'll need it if a doctor questions your parent's QMB status or a pharmacy needs to verify Extra Help eligibility before databases update.

The MIPPA Shortcut
If your parent already applied for Extra Help (Part D Low-Income Subsidy) directly through Social Security, SSA automatically sends their financial data to Arkansas DHS as a "MIPPA Lead." DHS treats this as an initiated MSP application and mails an outreach letter requesting any missing documents.
Respond to that letter immediately. The original SSA filing date becomes the protective application date for MSP — which can mean earlier retroactive coverage for SLMB or QI.
