Access Arkansas Portal: How to Apply for Medicare Savings Online

What the Access Arkansas Portal Does for Medicare Applicants

The Access Arkansas portal at access.arkansas.gov is how most people apply for Medicare Savings Programs online. It handles the intake for QMB, SLMB, and QI — the programs that pay your Medicare Part B premium and, for QMB, all Medicare cost-sharing.

The portal works, but it has some well-documented frustrations. Document uploads fail without clear error messages. The interface doesn't distinguish between ARHOME (Medicaid expansion) and the Aged, Blind, and Disabled pathway that Medicare Savings applicants need. Choosing the wrong one sends your application to the wrong processing queue.

Setting Up Your Account

Create an account at access.arkansas.gov using a valid email address. You'll set a password and answer security questions. If you're an adult child applying on behalf of a parent, you can create your own account — but DHS won't share case details with you until an Authorized Representative Designation form is on file.

That form is separate from a HIPAA authorization. A medical HIPAA release lets a hospital share health records. The DHS form lets you receive notices, submit documents, and communicate with the county office about your parent's case. Without it, the portal shows you nothing.

Navigating to the Right Application

This is where most people get tripped up. After logging in:

  1. Select Healthcare Coverage as the benefit type
  2. Look for the Aged, Blind, and Disabled or Medicare Savings pathway
  3. Do not select the ARHOME or adult expansion module

The ARHOME pathway uses MAGI (Modified Adjusted Gross Income) rules — completely different eligibility criteria designed for working-age adults. Medicare Savings Programs use the non-MAGI income and asset test. Applying through the wrong module doesn't automatically reroute your application; it can sit in the wrong queue until someone catches it.

Uploading Documents

The portal accepts document uploads, but several things can go wrong:

  • File size limits aren't always clearly stated. Compress PDFs and resize photos before uploading
  • Failed uploads sometimes show no error message — the page just refreshes. Check your submitted documents list to confirm each file actually attached
  • System outages during high-traffic periods (especially during renewal season) can lock you out temporarily

If uploads fail repeatedly, you have alternatives: bring documents to your county DHS office or mail them. Keep proof of every submission — a screenshot of your upload confirmation or certified mail tracking.

Checking Your Application Status

The portal shows basic case status updates once your application is in the system. Processing should take no more than 45 days. If you see no movement after three weeks, call the DHS Client Assistance line at 1-855-372-1084 with your case number.

For the complete walkthrough of the Medicare Savings application — including what to do when the portal doesn't cooperate, which documents DHS actually verifies, and how to track your case from application through approval — the Arkansas Medicare Savings Programs & Extra Help Guide covers the full process.
