The Wyoming Eligibility System (WES) is the state's online portal for Medicaid applications, including long-term care Medicaid and the Community Choices Waiver. You can submit an application entirely online — but the portal is only the starting point. Behind the WES submission sits a multi-step process involving a county Benefits and Eligibility Specialist (BES), a clinical assessment, and coordination between two separate state agencies.
Before You Start: Documents You Will Need
Have these ready before opening the WES portal. Incomplete applications are the most common cause of processing delays:
Identity and residency: Social Security card, birth certificate or passport, Wyoming driver's license or state ID, proof of Wyoming residency (utility bill, lease, property tax statement).
Income documentation: Social Security award letter (the most recent annual notice), pension and retirement account statements, any employment income records, interest and dividend statements, veteran benefit award letters.
Asset documentation: Bank statements for all checking, savings, and money market accounts (typically the last 3 months); investment account statements; IRA and 401(k) balances; vehicle titles; property deeds and tax assessments; life insurance policies showing cash surrender value; burial fund documentation (irrevocable prepaid contracts or designated funds).
60-month transfer history: Records of any gifts, property transfers, or large purchases made in the last 5 years. This includes checks written to family members, property sold below market value, and accounts where a child's name was added. The BES will review every transfer for potential look-back penalties.
Medical documentation: Medicare and supplemental insurance cards, prescription drug plan information, recent medical records showing diagnoses that support the need for long-term care services.
The Application Process Step by Step
Step 1: Submit through WES. Create an account at the Wyoming Eligibility System portal and complete the application for long-term care Medicaid. You can apply on behalf of your parent if you have legal authority (power of attorney) or the parent provides verbal or written consent.
The WES application asks for household composition, income sources, asset values, and insurance coverage. Answer every question — blank fields trigger follow-up requests that delay processing.
Step 2: County BES assignment. After submission, the application is routed to the county Department of Family Services (DFS) office where your parent resides. A Benefits and Eligibility Specialist is assigned to the case. The BES is your primary contact for all financial eligibility questions.
The BES will likely request additional documentation beyond what you submitted online — original bank statements rather than screenshots, pension verification letters, property appraisals, or transfer history clarification. Respond to these requests within the specified timeframe (usually 10 business days) to avoid automatic denial.
Step 3: Financial eligibility determination. The BES reviews income against the $2,982 gross monthly cap and assets against the $2,000 limit for a single applicant. If your parent is married, the spousal impoverishment calculation determines the Community Spouse Resource Allowance (up to $162,660 in 2026) and the Monthly Maintenance Needs Allowance.
If your parent's income exceeds the cap, the BES will inform you that a Miller Trust (Qualified Income Trust) is required. The trust must be established before eligibility can be confirmed.
Step 4: Clinical assessment (parallel track). While the financial review proceeds, request an LT101 level-of-care assessment through your parent's county public health nursing office. The LT101 is conducted by a registered nurse in your parent's home and determines whether they meet the nursing facility level of care required for the CCW.
The LT101 and financial determination run on separate tracks — they can proceed simultaneously, and both must be completed before enrollment is finalized.
Step 5: Case management selection. Once both the financial and clinical approvals are in place, you select a certified case management agency to coordinate your parent's waiver services. The case manager develops the Plan of Care, connects your parent with providers, and monitors the care arrangement ongoing.
Common Mistakes That Delay or Deny Applications
Submitting without full documentation: The WES portal lets you submit an application even with missing fields. Every blank creates a verification request from the BES, adding weeks to the timeline.
Missing the 60-month transfer detail: Many families forget about small gifts, holiday checks to grandchildren, or payments made on behalf of a child. The BES is trained to identify unreported transfers, and discovering them mid-review triggers a full transfer investigation.
Not establishing the Miller Trust before the eligibility decision: If your parent's income is over $2,982, the BES cannot approve the application until the irrevocable trust is in place with a dedicated bank account. Waiting for the BES to tell you this wastes weeks. If your parent's income is close to or above the cap, start the Miller Trust process before or concurrent with the WES application.
Applying to the wrong county: The application must be filed with the DFS office in the county where your parent physically resides. If your parent is temporarily in a hospital or rehab facility in a different county, the application still goes through their county of residence.

Processing Timeline
Expect 30 to 45 days for a straightforward application where all documentation is submitted upfront and no transfer issues arise. Complex cases — multiple asset types, incomplete transfer history, spousal impoverishment calculations — can take 60 to 90 days.
If the CCW is at capacity when your parent's application is approved, they will be placed on the waitlist. Financial eligibility does not guarantee immediate enrollment.
