Welsh Government Care Charging: Rules, Caps, and How It Works

Wales runs its own care charging system, separate from England, with protections that are among the most generous in the UK. If you're arranging care for a parent in Wales, understanding these rules is the difference between paying thousands unnecessarily and accessing the protections you're entitled to.

The Key Charging Rules

Non-residential care (home care, day care, respite up to 8 weeks): Maximum charge of £100 per week, regardless of your parent's wealth or the volume of care provided. This is set by the Welsh Government and applies uniformly across all 22 councils. The capital threshold for any council contribution is £24,000 — below this, your parent pays less than the £100 cap.

Residential care (care homes and nursing homes): No weekly cap. Self-funders (capital above £50,000) pay full market rates. Below £50,000, the council funds the placement up to its contract rate, with your parent contributing from their income minus the Personal Expenses Allowance of £46.35 per week.

NHS-funded care: Continuing Healthcare (CHC) is completely free — no means test, no charge. NHS-Funded Nursing Care contributes £201.74 per week toward nursing home costs for those who don't qualify for full CHC.

Age Cymru: Provides free, independent advice on care rights, benefits, and navigating the Welsh social care system. Their helpline (0300 303 44 98) is often the best starting point for families who don't know where to begin.

How to Access Services

Every Welsh council has a single point of access for adult social care — a single phone number or web form where you report care needs, request assessments, and get initial advice. The national Dewis Cymru directory lists every council's contact details alongside local voluntary organisations and support services.

You don't need a GP referral or a formal diagnosis to request help. Anyone can contact the council about a parent's care needs — including the parent themselves, family members, or concerned neighbours.

Common Mistakes

Going private without exploring council routes first: Private home care at £32 per hour for 20 hours weekly costs £640/week. Council-arranged care for the same hours costs a maximum of £100/week. Always request a council assessment before committing to private arrangements.

Not claiming Attendance Allowance: This non-means-tested benefit (up to £108.55/week) is frequently unclaimed. It can be used alongside council-funded home care and is particularly valuable for self-funders to offset costs.
