Financial Assessment for Care Wales: The Means Test Explained

The council has assessed your parent's care needs and confirmed they're eligible for support. Now comes the question everyone dreads: the financial assessment. This is the means test that determines how much your parent pays toward their care — and in Wales, the thresholds and rules are different from England.

The Two Capital Thresholds

Wales operates a simpler system than England for residential care:

£50,000 upper threshold: If your parent's assessable capital is above £50,000, they're a self-funder and the council provides no financial help with care home fees. This is more than double England's £23,250 upper limit.

£50,000 and below: The council must contribute to care home costs. Your parent's contribution is calculated based on their income and remaining capital using a tariff income formula — broadly, £1 per week is assumed for every £250 of capital between the lower threshold and the upper threshold.

For non-residential care (home care, day care), the rules are different again: the capital threshold for any council help is £24,000, but regardless of capital, the maximum charge is capped at £100 per week.

What Gets Assessed

The financial assessment officer looks at two categories:

Capital: Savings accounts, ISAs, investments, premium bonds, any property that isn't disregarded. Joint assets are typically split 50/50 unless evidence shows otherwise. The family home is disregarded if a spouse, partner, or dependent relative still lives there.

Income: State Pension, occupational pensions, annuity income, investment returns, and most benefits. Certain benefits like the mobility component of PIP are fully disregarded. Attendance Allowance is included in the assessment for residential care but disregarded for non-residential care.

The Personal Expenses Allowance

Regardless of the assessment outcome, your parent must be left with a Personal Expenses Allowance (PEA) of at least £46.35 per week. This is the minimum amount for personal spending — toiletries, newspapers, phone top-ups, hairdressing. The PEA in Wales is notably higher than England's equivalent of £30.65.

Deprivation of Assets

If the financial assessment officer suspects that your parent deliberately reduced their capital to fall below the £50,000 threshold — by gifting money to family members, transferring property, or spending extravagantly — the council can treat them as still possessing those assets. This is called "notional capital."

There's no fixed look-back period in Wales (unlike some other systems). The test is whether avoiding care fees was a significant motivation for the disposal. Routine expenditure, paying legitimate debts, and gifts made well before any care needs were anticipated are unlikely to be challenged.

How to Prepare

Before the financial assessment appointment:

  • Gather bank statements for all accounts (typically the last 12 months)
  • Document any property ownership, including joint ownership arrangements
  • List all sources of income with amounts
  • Note any financial commitments (mortgage, debts, insurance)
  • If property ownership is complex (trusts, equity release, tenants in common), consider getting independent financial advice first

The assessment officer will schedule a meeting — sometimes at home, sometimes by phone. You or another family member can attend with your parent to help provide information.

Challenging the Assessment

If you believe the financial assessment has been calculated incorrectly — for example, the officer included a disregarded benefit, miscalculated the tariff income, or failed to apply a property disregard — you can request a review. Start with the council's complaints process before escalating to the Public Services Ombudsman for Wales.
