Utah Medicare Savings Program Renewal: What to Expect and How to Stay Enrolled

Your parent has been on QMB for ten months and a thick envelope just arrived from DWS. That's the annual renewal — and ignoring it is the fastest way to lose benefits.

How Renewal Works

DWS reviews MSP eligibility every 12 months, as required by federal rules (42 CFR 435.916) and Utah Administrative Code R414-308-6. The process has two stages:

Stage 1: Automated ex parte review. DWS first tries to verify continued eligibility without contacting your parent. They query SSA income databases, state wage records, and the Asset Verification System. If electronic data confirms that income and assets remain within MSP limits, DWS automatically renews coverage and sends an approval notice. Your parent doesn't need to do anything.

Stage 2: Renewal packet. If electronic data is insufficient — maybe bank balances aren't captured automatically, or there's a discrepancy in reported income — DWS mails a pre-populated renewal packet. Your parent has 30 calendar days from the date on the notice to complete, sign, and return it with updated income and bank statements.

What Happens If the Packet Is Late

If your parent misses the 30-day renewal deadline, DWS issues a notice of closure. Benefits terminate.

But there's a safety net: the 90-day reconsideration window. If your parent submits the completed renewal packet and required documents within 90 days of the termination effective date, DWS must process it and reactivate MSP coverage without requiring a brand-new application.

After 90 days, they'd need to file a fresh application.

Changes That Must Be Reported

Between annual renewals, your parent is required to report certain changes to DWS within 10 calendar days:

  • Change of residential address
  • Change in gross monthly unearned income exceeding $25/month
  • Changes in liquid resources that push assets over the limit
  • Changes in household composition (a spouse moves in or out, for example)

These mid-year changes can trigger a review outside the normal annual cycle.

Moving Out of State

MSP benefits don't transfer across state lines. If your parent moves to another state, their Utah MSP closes and they need to apply in the new state. If they move to Utah from another state, they file a new application with DWS — no transfer or portability.

Keeping Track Through myCase

If your parent or their authorized representative has a myCase account, renewal notices and status updates appear in the portal. Setting up Form 114AR authorization lets an adult child monitor the renewal timeline and respond to document requests without waiting for the mail.

The Utah Medicare Savings Programs & Extra Help Guide includes a renewal calendar and checklist for tracking the annual recertification, plus guidance on what to do if coverage lapses and how to use the 90-day reinstatement window.
