Utah Medicare Savings Program Processing Time: How Long DWS Takes to Approve

You submitted your parent's MSP application through myCase three weeks ago and haven't heard anything. No approval, no denial, no request for documents — just silence. That's not unusual, and it doesn't mean something went wrong. But knowing the actual timeline and what triggers delays helps you decide when to follow up and when to wait.

The Legal Deadline: 45 Calendar Days

Under federal processing standards (42 CFR 435.912) and Utah Administrative Code R414-308, DWS must issue a final eligibility determination within 45 calendar days from the date a signed application is received. If eligibility depends on a new disability determination, the window extends to 90 calendar days.

That 45-day clock starts when DWS receives a completed, signed application — not when you start filling out the form in myCase. If you saved a draft but didn't submit it, the clock hasn't started.

What a Realistic Timeline Looks Like

After receiving the application, DWS uses electronic data matching, including SSA records, state wage records, and bank-account verification through the Asset Verification System.

If automated sources cannot confirm reported amounts, DWS issues a written Request for Information. The notice gives you 10 to 15 days to submit missing documents. Common requests include bank statements for accounts the system flagged, a current Social Security award letter, proof of Utah residency, or documentation of a jointly held account.

After DWS reviews the application and any requested verifications, it issues a decision notice by mail and through myCase. The 45-day legal deadline still applies.

What Causes Delays

Missing or incomplete verification documents. DWS gives 10 to 15 days to respond to a document request. If your parent doesn't respond in time, DWS may deny the application based on available evidence — then you'd need to reapply or appeal.

Jointly held bank accounts. If your parent shares an account with a non-applicant family member, DWS presumes 100% ownership by the applicant unless you provide documentation showing proportional contributions. Getting that documentation together takes time.

Multiple income sources. A parent receiving Social Security, a pension, and periodic VA payments requires DWS to verify each stream separately.

Application surge periods. DWS processes MSP applications alongside all other medical assistance cases. During Medicaid renewal waves or major policy changes, processing times can stretch closer to the full 45 days.

How to Track Your Application

MyCase portal: Log into jobs.utah.gov/mycase to check application status. The portal shows whether DWS has requested additional documents and whether a decision has been issued. If you're managing your parent's case, you'll need to be linked as an authorized representative (Form 114AR).

Phone: Call DWS Eligibility Customer Service at 1-866-435-7414 to ask about case status. Have your parent's case number or Social Security number ready.

What Happens After Approval

The DWS approval notice specifies the MSP level (QMB, SLMB, or QI) and the effective date. But approval doesn't immediately change your parent's Social Security check.

DWS transmits the approval to the Utah Division of Integrated Healthcare, which sends a buy-in transaction to CMS. CMS updates the Master Beneficiary Record at SSA. That state-to-federal data exchange takes 30 to 60 additional days. During that window, SSA continues deducting the Part B premium ($202.90 per month in 2026) from your parent's check.

Once SSA processes the buy-in, the monthly deduction stops and SSA issues a retroactive reimbursement for all premiums deducted during months covered by the MSP. Don't let your parent cancel Part B manually while waiting — doing so would create a break in Medicare coverage.

If DWS Misses the 45-Day Deadline

If 45 days pass without a decision, you have the right to file a fair hearing request with the DWS Division of Adjudications. A delay beyond the statutory processing period is itself grounds for a hearing. File at jobs.utah.gov/appeals or call DWS to request the hearing process.
