Rhode Island Medicare Premium Refund Timeline: How BENDEX Works After MSP Approval

You got approved for Rhode Island's Medicare Savings Program, but Social Security is still deducting $202.90 from your check every month. That gap between approval and the refund actually hitting your bank account is the most stressful part of the process, and DHS does not explain it well.

Why There Is a 60-to-90-Day Delay

The delay is a data transmission problem, not a bureaucratic error. Here is the chain:

Rhode Island DHS approves your QMB or QI application and sends your eligibility record to CMS through batch buy-in files. CMS updates the federal Master Beneficiary Record at Social Security. SSA then stops the $202.90 monthly deduction from your check and calculates how many months of premiums were deducted after your MSP coverage started.

Each handoff between DHS, CMS, and SSA takes processing time. The full cycle typically runs 60 to 90 days from approval to the adjustment appearing in your Social Security payment.

What to Expect When the Refund Arrives

Once SSA processes the buy-in transaction, three things happen:

  1. DHS takes over paying the $202.90 Part B premium directly to CMS going forward.
  2. SSA stops deducting the premium from your monthly Social Security check.
  3. SSA calculates the retroactive premiums deducted for months covered by your MSP approval date and sends you a refund by direct deposit or paper check.

The refund covers every month of Part B premium that was deducted after your coverage start date. For QMB, coverage starts the first day of the month after your approval. For QI, coverage can be retroactive up to three months before your application date within the same calendar year.

Do Not Cancel Part B While Waiting

This is the most important rule during the waiting period: do not contact SSA to cancel your Part B enrollment. Canceling Part B while waiting for the state buy-in to process permanently terminates your Medicare Part B coverage. You would lose outpatient medical coverage entirely and face a late-enrollment penalty to re-enroll.

The deduction is temporary. The refund is coming. Leave your Part B enrollment alone.
