How to Register an LPA With the OPG in England

You've filled out the LPA forms, gathered signatures in the correct order, and your certificate provider has confirmed your parent understands what they're signing. Now you need to register the document with the Office of the Public Guardian — because an unregistered LPA has no legal force. Banks won't accept it. Care homes won't recognise it. It sits in a drawer doing nothing.

The Registration Process Step by Step

1. Submit the signed forms to the OPG. Post the completed, physically signed LPA documents to the Office of the Public Guardian. The address is on the OPG website and printed on the forms themselves. Include the registration fee payment — either a cheque or you can pay online through the GOV.UK service before posting.

2. The statutory fee is £92 per LPA. If you're registering both a Property and Financial Affairs LPA and a Health and Welfare LPA, that's £184 total. Donors on low incomes (gross annual income below £12,000) can claim a 50% remission using Form LPA120, submitted at the same time as the application. The biggest variable is form quality. The OPG rejected or returned significant numbers of applications in recent years due to basic errors — incorrect dates, signatures out of sequence, ineligible witnesses. A clean first submission is the single best thing you can do to speed up registration.

The Digital LPA Service

The Powers of Attorney Act 2023 introduced a modernised digital-first application system. You can now create an LPA entirely through the GOV.UK online service using a verified GOV.UK One Login account. What to Do If Registration Is Rejected

If the OPG returns your application, they'll include a letter explaining what needs correcting. Common fixes:

• Wrong signing order: The donor must sign first, then the certificate provider, then each attorney. If anyone signed out of sequence, the entire LPA must be re-signed from scratch.
• Ineligible certificate provider: The person must be either a professional (GP, solicitor, social worker) or someone who has known the donor personally for at least two years — and must have no conflict of interest.
