How Much Does LPA Cost England

The OPG registration fee is the one cost everyone knows about. The resubmission fee, the solicitor markup, and the fee remission rules that changed in February 2026 are the ones most families discover too late.

The Government Fees

Each LPA costs £92 to register with the Office of the Public Guardian. Most families need both types — Property and Financial Affairs plus Health and Welfare — bringing the total to £184.

If the OPG rejects your application for errors (wrong signing order, ineligible certificate provider, incomplete sections), you pay a £46 repeat-application fee on top of the original registration fee. Two repeat applications for one LPA would bring the OPG fees to £184 before the LPA is registered.

Fee Remission and Exemptions

If the donor's gross annual income is under £12,000, they qualify for a 50% fee remission — paying £46 per LPA instead of £92. You apply using Form LPA120, which must be submitted at the same time as the registration forms. Submit it separately or late and the OPG charges the full fee.

Full exemption (£0) is available if the donor receives certain means-tested benefits.

The February 2026 rule change caught many families off guard: Universal Credit recipients no longer receive an automatic exemption. Instead, they must provide evidence that their gross income falls below £12,000 — typically 12 months of UC statements plus a P60 or pension letter. If you were counting on UC qualifying your parent for free registration, budget for the documentation or the fee.

The OPG no longer accepts retrospective refund claims. If you overpay because you didn't submit LPA120 in time, that money is gone.

Solicitor Costs vs DIY

High-street solicitors typically charge £300 to £600 per LPA — so £600 to £1,200 for the pair. This covers filling in the same OPG forms you can access yourself, plus a signing appointment.

That fee makes sense when your parent has a complex estate (business assets, overseas property, trust arrangements), a blended family with potential disputes, or when capacity is borderline and you need a professional certificate provider to protect the LPA against future challenges.

For a straightforward family situation — one parent, two or three adult children as attorneys, a standard residential property — the DIY route using the OPG's online service is entirely viable. The forms are designed for self-completion, and the digital system catches basic errors before you print and sign.

The Real Cost of Waiting

The cheapest LPA is the one you complete while your parent has clear mental capacity. If capacity is declining, you may need a GP capacity assessment (£200–£500) to protect the LPA from challenge. If capacity is gone entirely, your only option is a Court of Protection deputyship — £432 application fee, £100 assessment fee, and £320 per year in supervision fees, plus a security bond premium.
