LPA Fees Wales 2026: Registration Cost, Fee Remission, and Form LPA120
The Office of the Public Guardian charges £82 to register each lasting power of attorney — £164 if your parent needs both a property and financial affairs LPA and a health and welfare LPA, which most families in Wales do. That registration fee is the single unavoidable cost, whether you use a solicitor or do it yourself.
But here's what catches families out: the fee remission rules changed on 2 February 2026, and the old advice you'll find on forums no longer applies.
The Current OPG Registration Fee
Each LPA costs £82 to register. Your parent needs two types:
- Property and financial affairs (Form LP1F) — manages bank accounts, pensions, property, and care home payments
- Health and welfare (Form LP1H) — covers medical consent, care home placement, and end-of-life decisions
Total for both: £164. If the OPG rejects an application due to errors (wrong signing order, invalid witnesses), a resubmission costs £41 per document. In 2024, over 133,000 applications were rejected — so getting the paperwork right the first time matters.
Fee Remission: The 50% Reduction
Your parent qualifies for a 50% fee remission (reducing each LPA to £41) if their gross annual income is below £12,000. This is assessed on the donor's income — the person making the LPA, not the attorney.
To claim the remission, submit Form LPA120 at the same time as the LPA registration. You'll need to attach evidence of income: pension statements, benefit award letters, or tax documents.
The remission halves the total cost for both LPAs from £164 to £82.
Full Fee Exemption: Means-Tested Benefits
Your parent pays nothing if they receive certain means-tested benefits and their gross annual income is under £12,000. Qualifying benefits include:
- Income Support
- Income-based Employment and Support Allowance (ESA)
- Income-based Jobseeker's Allowance (JSA)
- Guarantee Credit element of Pension Credit
- Housing Benefit (in some cases)
Submit Form LPA120 with proof of the qualifying benefit and income evidence.

The 2026 Universal Credit Rule Change
Before February 2026, receiving Universal Credit automatically qualified your parent for a full fee exemption. That's no longer the case.
Since 2 February 2026, Universal Credit recipients must also prove their gross annual income is under £12,000 to get the exemption. If their income is above that threshold, they pay the full £82 per document — even while receiving UC.
This change catches out families who assumed UC alone would waive the fee. Check your parent's actual gross income before assuming exemption.
No More Retrospective Claims
The OPG no longer accepts retrospective fee remission applications. Form LPA120 must be submitted at the same time as the LPA registration application. If you forget to include it, or submit it after registration, the fee stands — no refunds, no second chances.
This is a common and expensive mistake. Families who rush to submit LPA forms under pressure from a hospital discharge or care crisis often forget the fee form entirely.
What About Solicitor Fees on Top?
The OPG fee is just the registration cost. If you use a solicitor, expect to pay an additional £300 to £1,000+ per LPA on top. Age Cymru's local branches offer supported LPA completion for £250 to £325.
