QMB Arkansas: What It Covers, Who Qualifies, and How to Apply
What QMB Covers in Arkansas
QMB — Qualified Medicare Beneficiary — is the most comprehensive Medicare Savings Program Arkansas offers. It pays every major Medicare cost your parent would otherwise owe:
- Part B premium ($202.90/month in 2026)
- Part A premium (for people who don't get premium-free Part A)
- Part A deductibles ($1,736 per hospital benefit period in 2026)
- Part B deductible ($283/year in 2026)
- All coinsurance and copayments for Medicare-covered services
On top of those direct savings, QMB enrollment automatically qualifies your parent for Extra Help with Part D prescription drug costs. Generic copays drop to $4.90 and brand-name to $12.65 per prescription.
2026 Income and Asset Limits for QMB
To qualify for QMB in Arkansas, countable monthly income must be at or below 100% of the federal poverty level after the $20 unearned income disregard:
- Individual: $1,350/month
- Couple: $1,824/month
Asset limits: $9,950 individual, $14,910 couple. The home, one car, burial plots, household goods, and life insurance policies with aggregate face value of $1,500 or less are all excluded.
That $20 disregard matters. If your parent's gross Social Security check is $1,365, their countable income is $1,345 — under the QMB limit. Many families assume gross income is what counts and never apply.
QMB Billing Protections
Federal law prohibits any Medicare provider from balance-billing a QMB enrollee. If your parent has QMB and a doctor sends a bill for a Medicare deductible or 20% coinsurance, that bill is illegal under 42 U.S.C. 1396a(n)(3).
Arkansas uses a "lesser-of" payment policy: Medicaid compares the Medicare-approved rate against the state Medicaid fee schedule. If Medicare already paid more than the Medicaid rate, Arkansas Medicaid pays the provider $0 on the secondary claim. The provider must write off the remainder — they cannot pass it to your parent.
If a provider bills anyway, the escalation path is: contact the billing office and cite QMB status, show the Medicare Summary Notice, call 1-800-MEDICARE to file an improper billing complaint, and contact Arkansas SHIIP at 1-800-224-6330 for follow-up.

How to Apply for QMB
Apply through the Access Arkansas portal at access.arkansas.gov, at any county DHS office, or by calling 1-855-372-1084. Choose the Aged, Blind, and Disabled pathway — not ARHOME.
DHS verifies income and assets electronically through data exchanges with SSA and the Asset Verification System. Have bank statements, pension letters, and the Social Security award letter ready in case electronic verification comes back incomplete.
Processing takes up to 45 days. QMB coverage starts the first of the month after approval — it cannot be backdated.
