These are agency rates. The agency handles recruitment, training, Garda vetting, insurance, and employment administration. The carer is the agency's employee, not yours.

HSE Home Support vs Private Care

The HSE Home Support Scheme is free, with no means test. Hours are allocated based on clinical need through the interRAI assessment. The catch: workforce shortages mean your parent may not receive the full allocation, and there's limited control over scheduling and carer consistency under the traditional HSE model.

Private care costs money but delivers flexibility. You choose the provider, set the schedule, and can ensure your parent sees the same carer every visit.

Many families run both simultaneously — a blended model where HSE-funded hours cover core personal care visits and privately purchased hours fill the gaps. If you use Consumer Directed Home Support (CDHS), the family selects an approved provider for the funded hours. Ask the HSE and provider how any privately purchased top-up hours would be arranged alongside them.

Tax Relief on Private Care Costs

Under Section 467 of the Taxes Consolidation Act 1997, families paying for private care of a "totally incapacitated" family member can claim tax relief on the cost.

The relief works as a deduction from taxable income at the marginal rate — either 20% or 40%. The annual cap is €75,000 per incapacitated person. At the 40% rate, that yields a maximum annual saving of €30,000.

If multiple siblings share the cost, the €75,000 cap is divided proportionally. Claims must be filed within four years using Form HK1 or the Revenue myAccount portal.

To qualify, the person receiving care must be "totally incapacitated" — a medical certification requirement, not a colloquial standard. Your parent's GP provides the supporting medical evidence.

Direct Employment vs Using an Agency

Hiring an independent carer directly — rather than through an agency — is cheaper per hour but creates significant administrative obligations:

  • You become the legal employer under Irish law
  • You must register with Revenue as an employer and operate PAYE
  • You deduct Income Tax, PRSI, and USC from the carer's wages
  • You need employer's liability insurance
  • You must conduct a documented workplace safety risk assessment of your parent's home

A carer injured on the job without these protections exposes the family to direct civil liability. Most families find the agency premium worth paying to avoid the compliance burden.

When Private Care Makes Sense

Private care typically enters the picture in three scenarios:

Bridging a waiting list: your parent has been approved for HSE hours but the workforce gap means they're waiting. Private care fills the immediate need.

Topping up insufficient hours: the HSE allocation doesn't cover all your parent's needs — 5 hours approved but 10 needed. Private hours close the shortfall.

Overnight and weekend coverage: HSE home support typically covers daytime visits. If your parent needs evening or night supervision, private care may be an option alongside any local community or respite supports.
