Oklahoma Senior Help Paying Medicare Costs
The Real Cost of Medicare on a Fixed Income
Medicare Part B costs $202.90/month in 2026. The Part A hospital deductible is $1,736 per benefit period. Part D prescription plans carry their own premiums, deductibles, and copays. For an Oklahoma senior living on $1,200/month from Social Security, these costs eat through a quarter of their income before they've bought groceries.
Oklahoma has several programs that cover some or all of these costs. None of them are well-advertised, and the state's application system splits them across two agencies — which is why many eligible seniors never apply.
Medicare Savings Programs: The Biggest Dollar Impact
The Medicare Savings Programs (QMB, SLMB, QI-1) are administered by OKDHS and pay Medicare premiums directly. QMB goes further, covering all deductibles, coinsurance, and copayments too.
| Program | What It Pays | 2026 Income Limit (Individual) | Asset Limit |
|---|---|---|---|
| QMB | Part B premium + all cost-sharing | $1,350/month | $9,950 |
| SLMB | Part B premium only | $1,616/month | $9,950 |
| QI-1 | Part B premium only | $1,816/month | $9,950 |
Income limits include the standard $20 monthly disregard. Assets exclude your home, one vehicle, personal belongings, burial plots, and irrevocable burial contracts.
Apply through OKDHSLive (okdhslive.org) or at any county OKDHS Human Services Center using Form 08MP003E.
Extra Help: Prescription Drug Cost Relief
Extra Help (the Part D Low-Income Subsidy) caps prescription copays at $5.10 for generics and $12.65 for brand-name drugs in 2026. It also eliminates your Part D plan premium on benchmark plans and your annual deductible.
Income limit: $2,015/month individual, $2,725/month couple. Asset limit: $18,090 individual, $36,100 couple — more generous than the MSP asset limits.
The fastest path: if you qualify for any MSP tier (QMB, SLMB, or QI-1), you're automatically deemed eligible for full Extra Help. No separate application needed. If your income is above MSP limits but below the Extra Help ceiling, apply directly through Social Security at ssa.gov or by calling 1-800-772-1213.

Rx for Oklahoma: Manufacturer Assistance Connections
Oklahoma does not operate a State Pharmaceutical Assistance Program (SPAP) that wraps around Part D coverage. Instead, the state funds Rx for Oklahoma, which connects uninsured and underinsured residents to drug manufacturer Patient Assistance Programs (PAPs).
These manufacturer programs can provide brand-name medications at no cost, but each manufacturer runs its own application with its own income criteria. Rx for Oklahoma helps navigate the landscape. Contact them through the Oklahoma Department of Mental Health and Substance Abuse Services.
Free Counseling Through Oklahoma MAP
The Medicare Assistance Program (MAP), operated by the Oklahoma Insurance Department, offers free one-on-one counseling with certified counselors. Call 1-800-763-2828.
MAP counselors can review your eligibility for MSPs and Extra Help, compare Part D plans during open enrollment, and explain Medicare Advantage options. They provide free, unbiased counseling rather than insurance sales.
One limitation: MAP cannot file applications on your behalf or represent you in a fair hearing. For those steps, you'll need to work through OKDHS directly or consult Legal Aid Services of Oklahoma.
Oklahoma Area Agencies on Aging
Each region of Oklahoma has an Area Agency on Aging (AAA) that coordinates senior services — from Meals on Wheels to caregiver support to benefit enrollment assistance. AAA staff can help identify programs you didn't know existed and connect you with local resources.
For help finding your regional AAA and local senior services, call the Oklahoma AAA/Senior Info-Line at 1-800-211-2116.
Putting the Pieces Together
The programs layer on top of each other. A senior who qualifies for QMB gets their Part B premium paid, their deductibles and copays covered, and automatic Extra Help for prescriptions. That's potentially $5,000+ per year in savings from a single application.
The Oklahoma Medicare Savings Programs & Extra Help Guide maps out every program, the eligibility rules as Oklahoma applies them, and the application steps — so you can figure out exactly which combination your parent qualifies for and apply in the right order.
