Oklahoma Medicare Assistance Program MAP

What MAP Actually Is

Oklahoma's Medicare Assistance Program (MAP) is the state's designated SHIP — State Health Insurance Assistance Program — operated through the Oklahoma Insurance Department. The core number to know: 1-800-763-2828.

MAP counselors are trained, certified volunteers and staff who provide free, one-on-one guidance on Medicare topics. They help with Part D plan comparisons, Medigap supplement questions, Medicare Savings Program eligibility screening, and Extra Help applications. The counseling is unbiased — MAP counselors don't sell insurance products, don't earn commissions, and aren't affiliated with any plan or broker.

What MAP Can Do

Eligibility screening. MAP counselors can review your income and assets and tell you whether you likely qualify for QMB, SLMB, QI-1, or Extra Help. They know the current OKDHS income thresholds and can walk through the $20 disregard calculation.

Plan comparison. During the Annual Enrollment Period (October 15 – December 7), MAP counselors help compare Part D drug plans based on your specific medications, preferred pharmacy, and coverage needs. They also compare Medicare Advantage and Medigap options.

Form guidance. Counselors explain what Form 08MP003E asks for and what documentation you need to gather for an MSP application.

Benefit verification. If you're not sure whether you're enrolled in QMB vs. SLMB, or whether your Extra Help is active, MAP can explain how to check your coverage status and which agency to contact.

What MAP Cannot Do

File applications for you. MAP counselors provide guidance, but they can't complete and submit an OKDHSLive application on your behalf. You or your authorized representative still need to do the filing.

Represent you in hearings. If OKDHS denies your MSP application, MAP counselors cannot act as your legal representative at a fair hearing. For that, contact Legal Aid Services of Oklahoma at 1-888-534-5243.

Handle redeterminations. MAP doesn't manage your ongoing case — they can't track renewal deadlines, respond to OKDHS requests for documentation, or intervene when a caseworker misapplies eligibility rules.

Resolve billing disputes. If a provider is illegally billing your parent for QMB cost-sharing, MAP can advise you on the process, but they can't directly intervene with the provider or file a complaint for you.

Capacity Constraints

MAP operates with limited staffing, and appointment backlogs are worst during the Annual Enrollment Period when Medicare plan comparisons spike. If you're calling for MSP eligibility screening rather than plan comparison, call outside the October–December rush when counselors have more time.

Rural Oklahoma counties may have fewer active MAP counselors. If wait times are long for your area, ask about phone or virtual counseling — MAP serves the entire state.

When MAP Is Most Useful

MAP fills a gap between official OKDHS information (accurate but hard to navigate) and commercial broker pitches (easy to find but biased toward selling plans). For families trying to understand whether a Medicare Advantage "giveback" plan or QMB would save more money, MAP is the one source that will lay out both options without a financial stake in the answer.

MAP is particularly valuable as a second opinion after a confusing OKDHS interaction. If a caseworker told your parent they don't qualify for "Medicaid" and left it at that, a MAP counselor can clarify the distinction between full SoonerCare and MSP tiers — and confirm whether the caseworker even checked for QMB, SLMB, or QI-1 eligibility.

The Oklahoma Medicare Savings Programs & Extra Help Guide supplements MAP counseling with the detailed procedural walkthrough that counselors don't have time to provide in a single session — income worksheets, document checklists, and scripts for handling OKDHS issues.
