Ohio Medicare Savings Program Renewal: How Redetermination Works

How Ohio Renews Your Coverage

Ohio redetermines MPAP (Medicare Savings Program) eligibility every 12 months. The state tries to do this automatically first through an ex parte review — Ohio Benefits checks electronic data sources (Social Security records, wage databases, financial data feeds) to verify your income and resources without contacting you.

If the automated check confirms you still qualify, your coverage continues without any action on your part. You may not even know a renewal happened.

If the system can't verify eligibility electronically, the county CDJFS mails a paper renewal packet — Form ODM 07204 (Medicaid Renewal Form). You have 30 calendar days from the notice date to complete, sign, and return it with updated income and resource documentation.

Return it through any channel: the Ohio Benefits portal, mail, fax, phone, or in person at the county JFS office. Keep a copy and proof of submission (fax confirmation, postmark receipt, or portal submission timestamp).

What Happens If You Miss the 30-Day Deadline

If the renewal packet goes unreturned, the county issues a Notice of Discontinuance terminating your MPAP coverage. Your Part B premium deductions resume from your Social Security check.

But there's a safety net: Ohio provides a 90-day reinstatement window after termination. If you submit the renewal paperwork within 90 days of the discontinuance date, CDJFS must process it without requiring a new application. If you still qualify, coverage is reinstated retroactively to the termination date — no gap in Part B premium assistance.

After 90 days, you'd need to file a brand-new application and go through the full 45-day processing timeline again.

Changes You Must Report During the Year

Between annual renewals, you're required to report certain changes to your county JFS within 10 calendar days:

  • Changes in gross monthly income (pension adjustments, wage changes, new income sources)
  • Changes in countable resources (inheritance, real estate sale, new bank accounts)
  • Changes in marital status or household composition
  • Change of address

If you move from one Ohio county to another, your case transfers electronically to the new county — eligibility doesn't terminate. Just report your new address within 10 days so notices reach you.

If you move out of Ohio, MPAP benefits end. You'd need to apply in the new state.

The COLA Renewal Wrinkle

The January Social Security COLA can push your income above an MPAP threshold right before your renewal. Ohio protects against this for the first quarter: COLA increases are disregarded from January through March, and updated poverty-level limits take effect April 1.

If your renewal falls in Q1 and your income is marginally over the old limit but under the new one, the caseworker should disregard the COLA. If they don't, this is a valid basis for appeal.

For a renewal calendar, a checklist of documents to prepare before the packet arrives, and a tracking log for the reinstatement window, the Ohio Medicare Savings Programs & Extra Help Guide has the complete renewal management system.
