Georgia Medicare Savings Program Renewal: How to Keep Benefits at Redetermination

Getting approved for QMB, SLMB, or QI in Georgia is only half the work. Every 12 months, DFCS runs a redetermination to verify your parent still qualifies. Miss the deadline and coverage terminates — along with the Part B premium relief and Extra Help prescriptions that come with it.

How the Renewal Process Works

Georgia's renewal runs in two stages under PAMMS Section 2706.

Stage 1: Ex parte review. Georgia Gateway pulls electronic data from federal and state interfaces — Social Security income through BENDEX, employment records through the Georgia Department of Labor, and other automated sources. If the system can verify that your parent's income and assets still fall within limits, the case renews automatically with no action needed from the family.

Stage 2: Paper renewal packet. If the automated check can't confirm eligibility — because income has changed, a new asset appeared, or electronic records are incomplete — Gateway generates Form 700-R and mails it to the household. Your parent has 30 days to return the completed packet with any requested verification documents.

What Happens If the Deadline Is Missed

If Form 700-R isn't returned within 30 days, DFCS issues a termination notice. Read the notice for the coverage end date.

But termination isn't permanent. Georgia allows a 90-day reinstatement grace period. If the completed renewal documents are submitted within 90 days of closure, DFCS processes the renewal without requiring a brand-new application. Ask DFCS to confirm the effective date of any reinstated coverage.

If more than 90 days have passed, contact DFCS to confirm whether a new application is needed.

The Appeal Option

If DFCS denies the renewal because they determined income or resources now exceed the limits, your parent can file a written appeal within 30 calendar days of the notice. To keep benefits running while the appeal is decided, the appeal must be filed within 14 days of the adverse notice. DFCS conducts a 3-business-day internal review first — if they find an error, they fix it immediately. If not, the case transfers to OSAH (Office of State Administrative Hearings) for a formal hearing.

One risk to know about: if the ALJ upholds the termination, DCH can seek recovery of premiums paid during the appeal continuation period.

Practical Tips for Keeping Renewals Smooth

Set a calendar reminder 10 months after approval. Don't wait for the renewal packet to arrive — postal delays and incorrect addresses cause missed deadlines every year.

Watch for income changes in January. The Social Security COLA adjustment hits in January, potentially pushing gross income higher. But DFCS is required to disregard the COLA increase until the state updates its poverty guidelines (typically April). If a renewal falls in this window, make sure the caseworker applies the COLA disregard.

Update Georgia Gateway contact information. If your parent moved or if an authorized representative's address changed, update Gateway immediately. Renewal packets go to the address on file — not to whoever originally submitted the application.

Report changes within 10 days. Under PAMMS Section 2708, income changes, asset changes, address changes, and household composition changes must be reported within 10 calendar days. Unreported changes discovered during renewal create processing complications and can trigger overpayment findings.

The Georgia Medicare Savings Programs & Extra Help Guide includes a renewal calendar with built-in reminders and a document checklist specific to redetermination, so nothing falls through the cracks between annual cycles.
