Indiana DFR Data-Gathering Interview: What to Expect

Why DFR Wants to Talk to Your Parent

When someone applies for non-MAGI Medicaid in Indiana — which includes the Medicare Savings Programs and Traditional Aged Medicaid — DFR may schedule a data-gathering interview as part of the eligibility determination. This interview is where a caseworker walks through the financial details of the application: income sources, asset values, household composition, and living arrangements.

The interview can feel intimidating, especially for families who've never dealt with a state benefits agency. But it's a structured process with predictable questions, and knowing what to expect makes a real difference.

When the Interview Is Required

Not every MSP application triggers an interview. DFR applies different rules depending on how the application was filed:

FSSA Benefits Portal or paper applications. DFR may contact the applicant for an interview or additional verification. Follow the instructions in any notice and use the stated contact details if you need to clarify what is required.

Applications generated from SSA Extra Help data transfers (MIPPA). Under Indiana policy (IHCPPM § 2005.00.00), applications that originate from an SSA Low-Income Subsidy electronic file are exempt from the mandatory interview. DFR processes the incoming data automatically and only contacts the applicant if additional verification is needed.

HIP-to-Medicare transitions. Medicare eligibility does not by itself establish MSP eligibility. Ask DFR whether to submit an MSP application and which verifications are needed when moving from HIP to Medicare.

What the Interview Covers

The caseworker will go through:

  • All income sources — Social Security (gross amount, not the deposited amount), pensions, annuities, VA benefits, wages, and any other recurring income
  • Bank and financial accounts — checking, savings, CDs, and money market accounts, with statements or other records needed to verify the resources
  • Real property — whether the applicant owns a home, its value (though the primary residence is exempt), and any other real estate
  • Vehicles — how many, whether any are used for transportation (one vehicle is fully exempt)
  • Burial arrangements — irrevocable funeral contracts, burial plots, and designated burial funds
  • Household composition — whether the applicant lives alone, with a spouse, or with other family members, and the income of a non-applicant spouse (for spousal deeming)
  • Medicare details — Part A and Part B enrollment dates, whether Part A is premium-free

How to Prepare

Gather the same documents you'd need for the application itself: the latest Social Security benefit letter, pension statements, bank statements (all pages), and proof of Medicare entitlement. Having these in front of you during a phone interview prevents the "I'll need to get back to you" responses that can delay the process.

If an authorized representative is handling the interview on behalf of the applicant, State Form 55651 must already be on file with DFR. The caseworker will verify this before proceeding.

Phone vs. In-Person

DFR's telephone intake is an application pathway and includes a telephonic interview. If DFR schedules an interview and your parent has difficulty with phone calls — hearing loss, cognitive challenges — contact the local county office to ask whether an in-person option is available.

If an interview appointment is missed, contact DFR promptly to ask how to reschedule. Provide any requested verification by the deadline in the notice; failure to provide requested information can affect the application.

The Interview Isn't a Test

The caseworker isn't looking for reasons to deny. They're gathering the data points needed to run the eligibility calculation in IEDSS, DFR's eligibility system. Answer factually, provide the documents they ask for, and ask for clarification if a question doesn't make sense.

Our Indiana Medicare Savings Programs guide includes a pre-interview preparation checklist with the exact information DFR caseworkers need at each stage — organized so you can walk through the interview point by point without missing anything.
