idalink Medicare Application: How to Use Idaho's Benefits Portal
What idalink Is (and Isn't)
idalink at idalink.idaho.gov is Idaho's state benefits portal — not a federal Medicare website. It handles Medicaid, SNAP, cash assistance, and Medicare Savings Program applications all in one place. When you apply for help paying Medicare premiums in Idaho, this is the online gateway to the Department of Health and Welfare (DHW).
The portal lets you submit an application, upload verification documents, check case status, and receive notices electronically. What it doesn't do: process Medicare Part D Extra Help applications (that's SSA's domain) or compare Medicare Advantage or Part D plans (that's SHIBA or Medicare.gov).
Setting Up an Account
Go to idalink.idaho.gov and select "Create Account." You'll need an email address and a way to verify your identity. If you're the adult child helping a parent, you can create your own account and link it to your parent's case after completing the Authorized Representative section of the application.
One common trap: if your parent already has an idalink account from a previous SNAP or Medicaid application, use that existing account rather than creating a new one. Duplicate accounts cause routing confusion and can delay processing.
Navigating the Application
The health coverage application inside idalink covers multiple programs simultaneously. DHW's system evaluates which programs the applicant qualifies for based on the answers — you don't need to specifically select "Medicare Savings Program" as a category.
When you reach the income section, enter gross monthly Social Security — the amount on the award letter, not the bank deposit. idalink's form asks for gross figures, and entering net amounts is the most frequent error that leads to incorrect eligibility determinations.

Uploading Documents
idalink accepts document uploads in common image and PDF formats. Upload each document separately with a clear label. Key documents for an MSP application:
- Medicare card (front, showing MBI number)
- Social Security award letter (gross benefit amount)
- Bank statements for the most recent month
- Idaho ID or driver's license
After uploading, check that each file appears in your document list. A former insurance professional described idalink as "a nightmare" on a Boise community forum — and file uploads that appear to succeed but don't actually attach to the case are a known frustration. If you're uncertain whether documents reached the caseworker, call 1-877-456-1233 to confirm.
Common Portal Problems
System errors during submission. If the portal throws an error mid-application, don't start over immediately. Log back in — idalink often saves progress even when it appears not to.
Missing case updates. The status page doesn't always refresh in real time. If your application shows "pending" for more than two weeks with no correspondence, call DHW rather than waiting on the portal.
Routing to the wrong program. Because idalink handles multiple benefit programs, selecting certain options can trigger requests for employment verification or other documentation that MSP applicants don't need. If you receive a request for work history or employer information and your parent is retired, call DHW to clarify that the application is for Medicare premium assistance.
When to Skip idalink Entirely
For seniors in rural Idaho counties — Lemhi, Custer, Owyhee, Idaho County — where broadband is unreliable, the paper route may be more dependable. Complete Form HW2019, attach copies of all verification documents, and fax everything to 1-866-434-8278. The fax confirmation page serves as your proof of filing date, which matters because SLMB and QI coverage can be backdated up to three calendar months before the month of application, provided the applicant met the criteria in those months.
Calling DHW directly at 1-877-456-1233 to apply over the phone is another solid option, especially for seniors who aren't comfortable with online forms.
Tracking Your Application
Whether you apply through idalink, mail, fax, or phone, the Idaho Medicare Savings Programs & Extra Help Guide includes an application submission tracker and a DHW communication log for recording confirmation numbers, call dates, caseworker names, and follow-up deadlines — the kind of organized paper trail that prevents procedural denials.
