The Fair Deal application is a 40-page form, a financial strip-search, and a clinical assessment rolled into one. Families dealing with a dementia diagnosis often delay it because the process feels overwhelming. Here's exactly what happens at each stage.
Step 1: Get the Application Form (NF1)
Download Form NF1 from the HSE website or collect it from your local Nursing Homes Support Office. The applicant fills it in — or a "specified person" (spouse, adult child, or registered attorney) can complete it on their behalf.
You'll need to gather:
- PPS numbers for the applicant and spouse
- Evidence of all income (State Pension slips, private pension statements, rental income)
- Bank statements for all accounts (3-6 months)
- Property valuations or recent property tax assessments
- Details of any asset transfers in the past 5 years
Step 2: The Care Needs Assessment
Once the HSE receives your application, a healthcare professional (usually a Public Health Nurse) visits the applicant to conduct a clinical assessment using the Common Summary Assessment Form (CSAF). They evaluate:
- Ability to perform daily activities (bathing, dressing, eating, mobility)
- Existing family and community supports
- The applicant's personal care preferences
This assessment confirms whether long-term residential care is clinically appropriate. It typically takes 4-12 weeks to schedule and complete.
Step 3: The Financial Assessment
The HSE calculates how much the applicant pays weekly. The state covers the rest directly to the nursing home.
Income Contribution
- Single applicants: 80% of assessable weekly income (pensions, interest, rental income)
- Couples: 40% of combined assessable weekly income
- Personal allowance: The first €36 per week of income is exempt
Asset Contribution
- Single applicants: 7.5% of assessable assets per year
- Couples: 3.75% of combined assessable assets per year
- Exemption: The first €36,000 (single) or €72,000 (couple) of assets is completely exempt

The 3-Year Cap on the Family Home
This is the provision that matters most to families. The principal private residence is only assessed for the first 3 years of care. That means the maximum lifetime contribution from the home is:
- 22.5% for single applicants (7.5% × 3 years)
- 11.25% for couples (3.75% × 3 years)
After 3 years, the home drops out of the calculation entirely. Any debt already accrued against it remains, but no new charges accumulate.
The Nursing Home Loan (Ancillary State Support)
Families don't have to sell the home to cover the property contribution. The HSE offers a voluntary Nursing Home Loan where the state pays the property-related share upfront. The accumulated debt is recovered from the estate after the resident passes away or when the property is sold.
There is also a 100% rental income exemption on the principal residence. If you rent out your parent's home while they're in care, that rental income is excluded from the Fair Deal assessment entirely — provided you register the tenancy with the Residential Tenancies Board (RTB).
The 5-Year Look-Back Rule
Any assets transferred or gifted in the 5 years before the application are assessed as if the applicant still owns them. This catches families who attempt to protect assets by transferring property to children before applying. Disclose everything — the HSE will find it.
How Long Does Approval Take?
From submission to approval, most families wait 4-8 weeks for the financial assessment. The Care Needs Assessment runs in parallel. Once both are complete, the HSE issues a Financial Assessment Letter confirming the weekly contribution.
Families can then choose any HIQA-registered nursing home — public, voluntary, or private — and the state pays its share directly to the facility.
