After a hospital discharge: If your parent is transitioning from hospital to home care, a HICAP counselor can clarify what Medicare covers during the post-acute period (skilled nursing facility stays, home health visits) and identify the exact date coverage ends.

When Medi-Cal eligibility changes: Dual-eligible beneficiaries — those who qualify for both Medicare and Medi-Cal — have access to coordinated care plans that can significantly reduce out-of-pocket costs. HICAP counselors understand the interaction between both programs and can help your parent enroll in the right combination.

HICAP vs. Medicare Plan Finder vs. Insurance Brokers

Families often wonder why they should not just use Medicare's online Plan Finder tool or call a licensed insurance broker. Both have their place, but neither replaces HICAP:

Medicare Plan Finder is a self-service tool that compares plans by zip code, medications, and providers. It works well for tech-savvy users with straightforward needs, but it cannot explain nuances like observation status versus inpatient admission, Medicare Savings Program eligibility, or how dual eligibility (Medicare + Medi-Cal) changes coverage options.

Licensed insurance brokers are compensated by the plans they sell. While many are knowledgeable and ethical, their advice is inherently shaped by commission structures. HICAP counselors have no financial relationship with any plan and are prohibited from recommending specific products.
