What Essential Community Supports Is
Essential Community Supports (ECS) is a state-funded program for Minnesota seniors aged 65 and older who need help with daily activities but do not meet the clinical threshold for nursing facility level of care. That clinical distinction matters: the Elderly Waiver and Alternative Care programs both require that a MnCHOICES assessment find the person needs the level of care provided in a nursing home. ECS exists for people who fall below that bar — they need help, but not nursing home-level help.
The program provides a maximum monthly budget of up to $613 per person for community-based services that help them stay at home.
Who Is Eligible
ECS has four eligibility requirements:
Age 65 or older. This is a program for seniors specifically.
Does not meet nursing facility level of care. This is determined through the MnCHOICES assessment, administered by your parent's county or tribal lead agency or managed care organization, as applicable. If the assessment finds your parent does meet nursing home level of care, they would qualify for the Elderly Waiver (if Medicaid-eligible) or Alternative Care (if not yet Medicaid-eligible) instead.
Not financially eligible for Medical Assistance. ECS is state-funded, not Medicaid-funded. It is designed for seniors whose income or assets are too high for Medical Assistance but who still need help with daily living. The financial eligibility standard follows the Alternative Care asset criteria.
Needs help with daily activities. The MnCHOICES assessment evaluates whether the person needs assistance with activities like bathing, dressing, meal preparation, medication management, or household tasks.
How ECS Compares to Other Programs
Minnesota's community-based care programs form a spectrum based on clinical need and financial eligibility:

ECS fills the gap at the bottom of this spectrum — your parent needs help but not as much help as the waiver programs cover, and they have too much money for Medicaid.
If your parent's condition worsens and a reassessment finds they now meet nursing facility level of care, they may be considered for Alternative Care or, after meeting Medical Assistance requirements, the Elderly Waiver.

Covered Services
ECS covers a targeted set of community services:
- Adult day services
- Case management and care coordination
- Community living assistance (CLA)
- Family caregiver services
- Home-delivered meals
- Chore services
- Homemaker services
- Personal emergency response systems (PERS)
ECS is a targeted support program rather than a general personal-care or skilled-nursing benefit. Confirm with the county or tribal nation whether the service your parent needs is authorized.
The program also does not offer the Consumer-Directed Community Supports (CDCS) self-direction option that the Elderly Waiver and Alternative Care provide. Under ECS, services come through designated providers, not family-hired caregivers.
How to Apply
The entry point is the same for all of Minnesota's community-based programs: contact your parent's county human services office or call the Senior LinkAge Line at 1-800-333-2433 to request a MnCHOICES assessment.
For county or tribal assessments, the certified assessor must conduct the face-to-face interview within 20 business days of the request. If your parent is enrolled in managed care, contact the plan's care coordinator because contract timelines may differ. After the interview, the assessor has 60 calendar days to finalize the eligibility determination and, if approved, develop a Coordinated Services and Supports Plan (CSSP) detailing the authorized services and monthly budget.
The MnCHOICES assessment remains valid for 365 calendar days from the interview date, so there is no rush to begin services immediately. Annual reassessments are required to maintain eligibility.
Customized Living and How It Relates
You may hear "customized living" mentioned alongside ECS, but they are different things. Customized living is a service category — a package of supportive services (medication management, meals, housekeeping, health supervision) delivered in a residential setting like an assisted living facility. It is primarily funded through the Elderly Waiver, not through ECS.
ECS covers home-based and community-based services to help your parent stay in their own home. If your parent needs the level of support provided in a customized living facility, they likely need a higher clinical determination and a different program.
When to Establish Legal Authority
ECS does not require your parent to give up any decision-making authority — they can apply for and manage the program themselves if they have capacity. But if you are coordinating the application, communicating with the county, and managing service providers on your parent's behalf, having a durable power of attorney and Health Care Directive in place simplifies everything.
DHS Form 7823 authorizes Asset Verification Service checks for certain Medical Assistance and Medicare Savings Program applicants. For ECS, ask the county which financial-verification documents it requires; if your parent lacks capacity, ask what representative authority it will accept.
