Connecticut MSP Processing Time — How Long Until Part B Premiums Stop

You mailed the W-1QMB form two weeks ago. Your parent's Social Security check still shows the $202.90 Part B deduction. Nothing has changed. This is normal — and understanding the full timeline prevents the panic that leads families to make costly mistakes.

Phase 1: DSS Processing (Up to 45 Days)

The Connecticut Department of Social Services has a 45-day processing standard from the date it receives an application to the date it issues an approval or denial notice.

Track status through the ConneCT portal (connect.ct.gov) or call the DSS Benefits Center at 1-855-626-6632. If 45 days pass without a determination, you can file a fair hearing request with OLCRAH citing agency delay.

Phase 2: Inter-Agency Buy-In (60 to 90 Days After Approval)

This is the phase that blindsides families. After DSS approves the MSP application and issues a Notice of Action, the state enters the beneficiary's records into the CMS State Buy-In system. What follows is a data exchange across three federal and state agencies:

  1. DSS transmits the buy-in accretion record to CMS
  2. CMS notifies the Social Security Administration
  3. SSA updates its systems to stop deducting the Part B premium
  4. SSA calculates retroactive months back to the effective date
  5. SSA issues a reimbursement check or direct deposit

This inter-agency process typically takes 60 to 90 days. During every one of those days, SSA will continue deducting $202.90 from the monthly Social Security check as if nothing happened.

Total Timeline: DSS Decision and Buy-In

The DSS processing standard is up to 45 days from receipt. The inter-agency buy-in process typically takes another 60 to 90 days after approval. SSA issues retroactive reimbursement after the buy-in completes; no separate reimbursement posting interval is specified.

  • Application receipt to DSS decision: up to 45 days
  • DSS approval to SSA buy-in completion: typically 60 to 90 days

The Retroactive Refund

Once the buy-in completes, SSA automatically issues a retroactive reimbursement for all Part B premiums deducted after the MSP effective date. The effective date depends on the tier:

QMB — prospective only. Coverage begins the first of the month after DSS approval. No retroactive coverage.

SLMB and ALMB — retroactive up to three calendar months before the month of application, if the person met eligibility criteria during those months. This means the refund can cover the processing period plus up to three months before the application was filed.

The Critical Rule: Do Not Cancel Part B

The most dangerous mistake during the processing lag is attempting to cancel Medicare Part B or refusing to pay direct CMS premium bills. Cancelling Part B risks terminating core Medicare Part B coverage. Keep paying while the buy-in is pending; once it completes, SSA automatically reimburses premiums deducted after the effective date.

Keep paying. The refund will come. SSA reimburses every dollar deducted after the effective date.

What to Do If the Refund Is Late

If more than 90 days have passed since DSS approval and the Social Security check has not changed:

  1. Call the DSS Benefits Center (1-855-626-6632) to confirm the buy-in record was transmitted
  2. Call SSA (1-800-772-1213) to confirm receipt of the buy-in file
  3. Contact a CHOICES counselor (1-800-994-9422) to escalate if neither agency can locate the record

The Connecticut Medicare Savings Programs & Extra Help Guide includes a premium refund tracker designed for this exact scenario — a log where you record DSS approval dates, SSA contacts, and refund receipt so every step is documented.
