Community Services Card Eligibility NZ: Income Limits and How to Apply

The Community Services Card (CSC) is one of the most important documents for an elderly parent's home support — and most families don't realise how much it controls. Without a CSC, your parent can receive funded personal care (showering, dressing, toileting) but cannot receive funded household management (cleaning, laundry, meal preparation). That gap forces families to pay privately for domestic help even when a clinical assessment confirms their parent needs it.

Current Income Limits

The CSC income test uses gross (before-tax) annual income. Limits are adjusted annually and vary by living situation:

Income includes NZ Superannuation, private pensions, investment returns, rental income, and overseas pensions. It does not include the Accommodation Supplement, Winter Energy Payment, or Disability Allowance.

Why the CSC Matters for Home Support

When your parent undergoes a NASC assessment and receives a care plan, the funded services split into two categories:

Personal care (bathing, dressing, mobility, medication prompting) is funded regardless of income. Every qualifying senior receives this based on clinical need alone.

Household management (house cleaning, vacuuming, laundry, shopping, meal preparation) is funded only for CSC holders. Without the card, these hours are excluded from the care plan entirely — not reduced, eliminated.

For a parent who can shower independently but can't safely vacuum, do laundry, or prepare meals, the CSC is the difference between receiving funded domestic help and paying $30–$50 per hour privately.

How to Apply

Option 1 — Online: Apply through MyMSD (Work and Income's online portal). You'll need your parent's IRD number, proof of income, and identity verification.

Option 2 — Phone: Call Work and Income on 0800 999 999. A case officer can process the application over the phone.

Option 3 — In person: Visit any Work and Income service centre with identification and income documentation.

Processing typically takes 5–10 working days. The card is valid for one year and must be renewed annually.

Borderline Cases

If your parent's income sits close to the threshold, several strategies may help:

• Timing: apply at the point in the year when assessable income is lowest
• Income composition: some income types (like certain overseas pension components) may be treated differently — ask a Work and Income case officer to review the calculation in detail
• Couple vs single thresholds: if a spouse is in residential care, the remaining partner's income is assessed individually using the single threshold, which may push them under the limit

If the application is declined, you can request a review. Work and Income must provide the specific calculation that led to the decision.

What Else the CSC Provides

Beyond unlocking funded household management hours, the CSC provides:

• Reduced GP visit fees (typically free or under $20 instead of $50–$90)
• Lower prescription charges
• Subsidised dental, optometry, and hearing services through some providers
