Colorado Medicare Savings Program by County: Denver, El Paso, Western Slope, and Rural Areas
Same Rules, Different Experiences
Colorado's Medicare Savings Programs — QMB, SLMB, QI-1, and QDWI — are governed by the same state regulations everywhere in Colorado. The income limits, resource thresholds, and covered benefits don't change by county. What does change is the application experience: how quickly your case gets processed, how easy it is to reach a caseworker, and what local support is available beyond the county office.
Every application goes through the same CBMS eligibility system whether you apply in Denver or in a one-person county office on the Western Slope. But the human side — processing speed, phone access, in-person help — varies significantly.
Denver Metro (Denver, Adams, Arapahoe, Jefferson Counties)
Denver County operates the largest human services department in the state. The main office is at the Castro Building (1200 Federal Blvd, Denver, CO 80204), with satellite locations at the East Office (3815 Steele St) and the Taylor Office (4685 Peoria St). Each location has a physical drop box for documents.
The volume in Denver creates trade-offs. PEAK adoption is high — most applications come in online, and document uploads work well. But the processing queue is deep. Manual verifications that should complete within the 45-day regulatory window frequently extend beyond that, especially when additional documentation is requested. If your parent's case stalls, request a supervisor review through the county office and reference the 45-day processing standard under 10 CCR 2505-10 § 8.100.6.L.10.
For adult children managing from out of state: Denver's physical drop boxes are useless to you. Everything goes through PEAK uploads and phone follow-ups. Get an authorized representative designation on file early so you can discuss the case with county workers.
El Paso County (Colorado Springs)
El Paso County Department of Human Services (1675 W. Garden of the Gods Rd, Colorado Springs, CO 80907) serves the second-largest population in Colorado, including a significant military retiree community. Military pensions and VA disability benefits add complexity to income calculations — both count as unearned income, and VA disability compensation is sometimes confused with VA Aid and Attendance, which is handled separately.
The local Pikes Peak Area Council of Governments runs the Area Agency on Aging (719-471-2096), which provides Medicare benefits counseling and senior services referrals. They're a good first stop for understanding whether your parent might qualify before diving into the application.
Phone hold times at El Paso County can be long. If you have a specific question about a pending application, try reaching the assigned eligibility worker directly rather than calling the main number.

Western Slope (Mesa, Delta, Montrose, San Miguel)
Western Slope counties have smaller administrative staffs and lower broadband penetration. This means fewer PEAK online applications and more reliance on paper forms and in-person visits.
Montrose County Health and Human Services (1845 S. Townsend Ave, Montrose, CO 81401) is a representative example — a small, responsive office where you're more likely to speak with the same caseworker consistently. Processing can be faster because the queue is shorter, but the trade-off is limited office hours and fewer staff to handle complex cases.
For Western Slope residents without reliable internet access, the paper application route — Form PA-1 filed by mail or in person — is the practical choice. You can also start an application by phone through the Health First Colorado Member Contact Center at 1-800-221-3943.
San Luis Valley
The San Luis Valley presents unique challenges: rural geography, higher poverty rates, limited local services, and in some communities, language barriers. County human services offices in Alamosa, Conejos, and Costilla counties serve small populations with minimal staff.
SHIP counselors serving the San Luis Valley are available through the Division of Insurance (1-888-696-7213), but in-person counseling sessions may require significant travel. The Area Agency on Aging covering the region can sometimes arrange outreach visits.
The eligibility rules and income limits are identical to Denver — the difference is access. Gathering documents, getting an authorized representative form signed and submitted, and reaching a caseworker by phone can all take longer in rural areas.
Front Range Suburbs (Larimer, Weld, Douglas, Boulder)
Front Range suburban counties tend to fall between Denver's volume and the Western Slope's lean staffing. PEAK works well in these areas (broadband is reliable), and county offices are generally accessible. Processing times track closer to the 45-day standard than Denver, though this varies by season.
Larimer County (Fort Collins) and Boulder County both have active senior services programs that supplement the county human services office. These programs can help with benefits screening and application assistance, though they're not substitutes for the county office where the formal determination happens.
Wherever You Are: The Application Is the Same
Regardless of county, the application goes through the same channels: PEAK online, Form PA-1 by paper, or a phone call to 1-800-221-3943. The documents needed are the same, the income disregards are the same, and the approval standards are the same.
What changes is how much support you get along the way. Our Colorado Medicare Savings Programs & Extra Help Guide provides the same level of step-by-step guidance regardless of where in Colorado your parent lives — including how to navigate PEAK, organize documents, and escalate when the county processing timeline exceeds the 45-day standard.
