Colorado PEAK Medicare Savings Program Application

PEAK is Colorado's online benefits portal, and it's the fastest way to apply for Medicare Savings Programs. But the interface makes no mention of QMB, SLMB, or QI-1 during the application flow — which sends families on a wild hunt for a separate MSP application that doesn't exist.

How PEAK Actually Works for MSP Applications

PEAK (Program Eligibility and Application Kit) feeds directly into the Colorado Benefits Management System (CBMS). When you submit a Medical Assistance application through PEAK, CBMS automatically evaluates the applicant for every benefit category they might qualify for — including all four Medicare Savings Program tiers.

You don't need to find a "Medicare Savings Program" option. You don't need a special application code. The standard Medical Assistance path is the MSP path.

Step-by-Step PEAK Application

Create an account at peak.my.state.co.us. You'll need an email address and a few security questions. If you're applying for a parent, create the account in their name — you can manage it for them, but the application itself is in the applicant's identity.

Select "Apply for Benefits" then choose "Medical Assistance." This is the only route that triggers MSP evaluation.

Complete the household section. For a single senior living alone, the household is just them. For a married couple, both spouses must be listed. If your parent lives with you, list only the people in the MSP applicant's financial household — your income isn't counted.

Enter income information. Use gross Social Security — the amount before the Part B premium deduction and before any voluntary tax withholding. PEAK asks for monthly amounts. If your parent also has pension income, enter that separately.

Enter asset information. Bank account balances, CDs, stocks, and bonds. Skip the home, one vehicle, burial plots, and household goods — those are exempt.

Upload documents. PEAK accepts uploads through the web portal and the PEAK Health mobile app. Attach the Medicare card (or SSA Benefit Verification Letter), Social Security Award Letter, and recent bank statements.

Sign and submit. Record the Application Tracking Number that PEAK generates — you'll need it to check status.

The Status Tracking Problem

Here's what families regularly report as the most frustrating part of PEAK: the status display tells you almost nothing useful. The date shown on your case page is typically the date your verification documents are due — not an approval target or processing milestone.

Uploaded documents may not show a confirmation that they've been logged or assigned to a county caseworker. If you've uploaded everything and the status hasn't changed in two weeks, call your county's Department of Human Services directly. The Application Tracking Number gives them what they need to look up the case.

County processing operates within a 45-day federal timeline requirement, but manual verifications in high-volume counties like Denver and El Paso frequently push toward that limit.

Common PEAK Mistakes

Entering net Social Security instead of gross. The monthly deposit amount is already reduced by the Part B premium. Using that number understates income by $202.90/month and can delay processing when the county verifies against SSA records and finds a mismatch.

Skipping the Medicare card upload. PEAK can sometimes verify Medicare enrollment electronically, but attaching a copy of the Medicare card eliminates a common Request for Information delay.

Assuming PEAK submission equals complete application. If the county needs more documentation, they'll mail a Request for Information. Missing the response deadline (usually 10-30 days) results in denial — and you'd have to reapply from scratch.
