WSHIIP Wyoming Free Medicare Help
What WSHIIP Is
WSHIIP — the Wyoming State Health Insurance Information Program — is the state's federally funded SHIP (State Health Insurance Assistance Program). It provides free, unbiased Medicare counseling to Wyoming residents. No insurance is sold, no commissions are earned, and no plan enrollments are pushed.
WSHIIP is operated by Wyoming Senior Citizens, Inc. (WSCI), a private 501(c)(3) nonprofit that has run the federal grant for over 25 years. Counselors are trained volunteers who help with Medicare enrollment, plan comparisons, Medicare Savings Program applications, and Extra Help filings.
How to Reach WSHIIP
The program operates through three regional offices:
- Statewide toll-free: 1-800-856-4398
- Riverton headquarters: (307) 856-6880
- Casper regional office: (307) 235-5959 or 1-877-634-1006
- Cheyenne regional office: (307) 634-1010 or 1-877-634-1005
Counseling is available by phone, in-person appointment, and sometimes at community events. During the Medicare Annual Enrollment Period (October 15 through December 7), appointment slots fill quickly — call early.
What WSHIIP Can Help With
WSHIIP counselors can compare Part D drug plans using your parent's actual prescription list, explain the difference between Original Medicare and Medicare Advantage, help with Medicare Savings Program and Extra Help application forms, and answer questions about Medigap supplemental insurance.
The counselors know Wyoming-specific programs and can help navigate the WES portal (wesystem.wyo.gov), the Customer Service Center, and the relationship between state Medicaid and federal Medicare.

What WSHIIP Cannot Do
WSHIIP is a counseling service, not a case management service. Counselors cannot act as authorized representatives on ongoing MSP applications, manage document collection across multiple agencies, handle appeals or fair hearing preparation, or provide legal advice on estate recovery or asset protection.
For out-of-state family members helping a parent in Wyoming, WSHIIP appointments are typically one-time sessions — valuable for answering specific questions, but not designed for ongoing coordination of a complex application with multiple verification rounds.
Appointment availability also varies by season and location. Frontier counties may have limited local access, and phone counseling depends on volunteer availability.
When a Guide Adds Value Alongside WSHIIP
WSHIIP is the right first call for plan comparisons and basic application questions. A self-paced reference guide is useful when the application involves ongoing document tracking, out-of-state family coordination, billing disputes, or renewal management — situations where you need a resource you can return to repeatedly without booking another appointment.
The Wyoming Medicare Savings Programs & Extra Help Guide is designed to complement WSHIIP counseling, not replace it. It covers the procedural details — income worksheets, document checklists, dispute letters, renewal calendars — that a counseling appointment introduces but does not leave behind in written form.
