SHIINE South Dakota: Free Medicare Counseling and How to Use It

SHIINE — Senior Health Information & Insurance Education — is South Dakota's version of the SHIP program that every state operates. It provides free, one-on-one Medicare counseling through trained volunteer counselors. No insurance sales, no commissions, no upsells.

What SHIINE Counselors Do

SHIINE counselors help with:

  • Screening for Medicare Savings Program (QMB, SLMB, QI) eligibility
  • Comparing Part D prescription drug plans using the Medicare Plan Finder
  • Reviewing Medicare Advantage options versus Original Medicare with a Medigap supplement
  • Explaining Medicare enrollment periods and late enrollment penalties
  • Answering questions about how Medicare coordinates with other coverage

The counseling is unbiased. SHIINE is funded by the federal Administration for Community Living and administered through the South Dakota Department of Human Services. Counselors don't sell insurance and don't earn commissions from any plan.

Three Regional Offices

SHIINE operates through three regional offices covering the state:

Eastern Region (Sioux Falls area) Phone: 1-800-536-8197 or 605-333-3314

Central Region (Pierre area) Phone: 1-877-331-4834 or 605-224-3212

Western Region (Rapid City area) Phone: 1-877-286-9072 or 605-342-8635

Counselors are available by phone and in person. During the Annual Enrollment Period (October 15 through December 7), appointment slots fill quickly — calling early in October or scheduling several weeks ahead is the practical move.

What SHIINE Can't Do

The boundaries matter just as much as the capabilities:

SHIINE counselors cannot act as a legal representative. They can't complete or sign Form 270 on behalf of a family, collect bank statements, or file an administrative fair hearing appeal. To authorize someone to discuss the DSS case, use the authorized representative sections of Form 270; a person signing for the applicant as a POA or guardian must provide documentation of that authority.

SHIINE doesn't collect or submit documents. Gathering bank statements, income verification letters, and Medicare card copies is the family's responsibility. SHIINE can tell you what's needed, but the assembly and submission goes through DSS directly.

SHIINE doesn't track applications. Once Form 270 goes to DSS, SHIINE has no visibility into the case status, processing timeline, or what's holding up a decision. The family contacts DSS for updates.

When to Call SHIINE vs. When to Call DSS

A common source of confusion: which agency handles what.

Call SHIINE when you need help understanding whether your parent qualifies for a Medicare Savings Program, when you want to compare Part D plans during Open Enrollment, or when you have a general Medicare question that doesn't involve a specific DSS case.

Call DSS (1-800-305-3064 or your local office) when you're ready to submit an application, need to check the status of a pending application, need to report a change in income or address, or didn't receive the annual renewal packet.

Dakota at Home: The Other Resource

Dakota at Home is South Dakota's Aging and Disability Resource Center (ADRC), reachable at 1-800-305-3064 or through dakotaathome.sd.gov. It handles referrals for a broader range of aging services — home and community-based care, respite, meal delivery, transportation.

For Medicare-specific counseling, SHIINE is the right call. For everything else affecting a senior's ability to live independently, Dakota at Home is the starting point.

Preparing for a SHIINE Appointment

Having these items ready makes the counseling session productive:

  • Medicare card (with the MBI number and Part A/B effective dates)
  • Current Social Security benefit statement showing gross monthly income
  • A list of all prescription medications and dosages
  • Any DSS notices, denial letters, or renewal forms received

The South Dakota Medicare Savings Programs & Extra Help Guide includes a SHIINE meeting preparation worksheet so families can organize their documents and questions before the appointment.
