QMB Kentucky: Eligibility, Income Limits, and What It Covers in 2026
What QMB Covers in Kentucky
QMB — Qualified Medicare Beneficiary — is the most comprehensive tier of Kentucky's Medicare Savings Programs. If you qualify, the state pays:
- Your Medicare Part B monthly premium ($202.90 in 2026, returned to your Social Security check)
- Your Medicare Part A premium if you pay one
- All Part A hospital deductibles ($1,736 per benefit period in 2026)
- All Part B coinsurance (the 20% you'd otherwise owe on outpatient care)
- Part A daily coinsurance for extended hospital stays
For a single person on Social Security alone, QMB can save over $2,400 per year in Part B premiums, plus thousands more if you have a hospital stay or significant outpatient care.
QMB also triggers automatic enrollment in Extra Help, the Part D Low-Income Subsidy, which limits 2026 copays to no more than $12.65 per covered drug; some enrollees pay less or $0.
2026 QMB Income and Resource Limits
QMB covers beneficiaries with incomes at or below 100% of the federal poverty level. Kentucky applies a $20 monthly unearned income disregard before comparing your income to the threshold.
| Single | Couple | |
|---|---|---|
| Monthly income limit | $1,350 | $1,824 |
| Resource limit | $9,950 | $14,910 |
Your home, one car, household goods, and designated burial funds (up to $1,500 per person, plus any irrevocable prepaid funeral contract) don't count toward resources.
If your spouse doesn't have Medicare, DCBS still evaluates the couple's combined income and resources against the couple limits.
How the Income Calculation Works
DCBS counts gross Social Security — the amount before Part B premiums and tax withholding are deducted — then subtracts the $20 general disregard.
A real-world example from the guide: a widow in Eubank, KY receives $1,365 in gross Social Security with $2,200 in checking. After the $20 disregard, her countable income is $1,345. That's under the $1,350 QMB limit, so she qualifies. Her $2,200 in checking is well under the $9,950 resource limit.
Private pensions, civil service annuities, and VA benefits (except Aid and Attendance) also count as unearned income. If you have earned income, additional disregards apply — a $65 earned income exclusion plus a 50% reduction of the remainder.

QMB Balance-Billing Protections
Federal law prohibits any Medicare-enrolled provider from billing QMB beneficiaries for Medicare deductibles, coinsurance, or copayments. This protection is absolute — it applies regardless of whether the provider participates in Medicaid.
In practice, billing software often generates these bills automatically. If you receive one, you have the right to challenge it. The provider is legally required to accept the Medicare-approved amount plus any state Medicaid payment as payment in full.
How to Apply for QMB in Kentucky
Apply through kynect (kynect.ky.gov), by phone at 1-855-306-8959, or with a paper MAP-205 form at any DCBS county office. Processing takes 20 to 40 days. QMB coverage starts the first of the month after DCBS enters the approval — it cannot be backdated.
