QMB Connecticut: What Qualified Medicare Beneficiary Covers in CT

What QMB Covers in Connecticut

QMB is the most comprehensive tier of Connecticut's Medicare Savings Programs. Where SLMB and ALMB only cover the Part B premium, QMB covers everything Medicare charges:

  • Part B monthly premium ($202.90 in 2026)
  • Part A monthly premium (up to $565 for people without enough work quarters)
  • Part B annual deductible ($283 in 2026)
  • Part A hospital deductible ($1,736 per benefit period)
  • Part B coinsurance (the 20% you normally pay after the deductible)
  • Part A skilled nursing coinsurance ($217 per day for days 21–100)

For a senior with frequent doctor visits or a hospitalization, QMB can save thousands beyond the Part B premium alone.

Connecticut's QMB Income Limit

For 2026, the gross monthly income limits are:

  • Single: $2,807
  • Married couple: $3,806

These are roughly 211% of the federal poverty level — far above the standard federal QMB limit of about $1,350. Connecticut achieves this through expanded income disregards under Section 1902(r)(2).

There is no asset test. CGS § 17b-95 prohibits DSS from considering savings, home equity, retirement accounts, or any other resources when evaluating MSP eligibility.

QMB Billing Protections

Under 42 U.S.C. § 1396a(n)(3)(B), Medicare providers are prohibited from balance billing QMB enrollees for any Part A or Part B cost-sharing. This applies to every Medicare provider, regardless of whether they participate in Connecticut Medicaid.

In practice, billing violations happen. A doctor's office or hospital may send a bill for a deductible or coinsurance amount. QMB enrollees are not required to pay it. The correct response is a written dispute citing the federal statute and the enrollee's QMB status.

Connecticut uses a "lesser-of" payment methodology for crossover claims — DSS pays the lesser of the Medicaid rate or the Medicare cost-sharing amount. Some providers receive little or no additional payment beyond what Medicare already paid, which is why some try to bill patients directly. That billing is still illegal.

QMB and Extra Help

QMB enrollment automatically qualifies the person for Full Extra Help (LIS) — the federal subsidy that covers Part D prescription drug costs. No separate application to SSA is required. Full Extra Help means $0 monthly premium on benchmark plans, $0 deductible, and reduced copayments.

Part A Buy-In for People Without Premium-Free Part A

Connecticut is a Part A buy-in state. If someone lacks the 40 work quarters needed for premium-free Part A, they can file a Conditional Part A application at their local Social Security office, then apply for QMB through DSS. Once approved, the state pays the Part A premium (up to $565/month) directly — the enrollee never has to pay out of pocket.

This process works year-round with no late enrollment penalties, unlike standard Part A enrollment which is restricted to the General Enrollment Period.

How to Apply

The fastest route is Form W-1QMB — Connecticut's two-page MSP-specific application. Avoid Form W-1E, the 15-page general benefits application that asks for asset documentation MSP doesn't require.

Submit online through the ConneCT portal, mail to the DSS Scanning Center at PO Box 1320, Manchester, CT 06045, or deliver in person at a DSS Resource Center. Processing takes up to 45 days.

The Connecticut Medicare Savings & Extra Help Guide includes the complete QMB application process, billing dispute templates, and a timeline for when Part B premium deductions actually stop after approval.
