OKDHSLive Portal Medicare Savings Application

Why You're at OKDHSLive and Not mySoonerCare

Oklahoma runs two benefit portals, and picking the wrong one is a common first mistake. The mySoonerCare portal (managed by OHCA) handles MAGI-based Medicaid — children, pregnant women, and parents under 65. For Medicare Savings Programs (QMB, SLMB, QI-1) and Aged/Blind/Disabled Medicaid, you need OKDHSLive at okdhslive.org.

OKDHSLive is managed by Oklahoma Human Services (OKDHS). It handles the initial application, document uploads, case status tracking, and annual renewals for MSP categories.

Creating an Account and Starting the Application

Go to okdhslive.org and select "Create an Account" if you don't have one. You'll need an email address and a password. If you're applying for your parent as their authorized representative, you can create the account in your own name — but you'll need Form 08MP001E (Designation of Authorized Representative) signed by your parent to access their case.

Once logged in, start a new application by selecting the form for health coverage. The form you're completing is the electronic equivalent of Form 08MP003E (Application for Health Coverage and Help Paying Costs for Aged, Blind, or Disabled). Make sure to check the box that specifically asks about "Help with Medicare Costs" or "QMB/SLMB/QI" — missing this checkbox is how applications get processed for full SoonerCare only, without evaluating the MSP tiers.

Filling Out the Financial Section

Enter all income sources at their gross monthly amounts:

  • Social Security (RSDI): gross amount before Part B premium deduction
  • Pensions: gross monthly payment
  • Any earned income from wages or self-employment

For assets, list every checking, savings, CD, money market, and IRA account with current balances. If your parent has a joint bank account with you or another family member, list the full balance — you can explain the ownership breakdown when you upload supporting documents.

Don't list exempt assets (home, one vehicle, burial plots, personal belongings) — the portal's asset section is asking about countable resources only.

Uploading Documents

After submitting the application, upload supporting documents through the portal's document upload feature. Scan or photograph each document clearly — the caseworker needs to read account numbers and dollar amounts.

Upload each document type separately with a descriptive label:

  • Bank statements (all accounts, last 30–60 days)
  • Social Security benefit letter or SSA-1099
  • Medicare card (both sides)
  • Pension stubs or award letters
  • POA or representative authorization form

Dealing with Session Timeouts

The most common complaint about OKDHSLive is session timeouts. The portal logs you out after a period of inactivity, and a timeout during a document upload can lose your work.

Workarounds:

  • Save the application before uploading. Complete and submit the application form first, then come back to upload documents in a separate session. The application gets a date stamp at submission, regardless of when documents arrive.
  • Prepare documents before logging in. Have all your scans/photos ready as files on your device before starting the upload session.
  • Upload one file at a time and confirm each upload completed before starting the next.
  • Don't let the session idle. If you need to step away, save your progress and log out intentionally, then log back in.

If a timeout does happen, log back in and check whether your documents actually saved. The portal doesn't always confirm successful uploads clearly — look in the case's document history to verify.

Tracking Your Application

After submission, you can log into OKDHSLive to check the status of your application. The portal shows whether additional documents are needed and the general status of the case.

The federal processing deadline is 45 calendar days from the date OKDHS receives your application. If the 45 days pass without a decision and you haven't been asked for additional documentation, call 1-800-987-7767 to ask about the delay. You have the right to request a fair hearing for processing delays.

When the Portal Isn't Working

If OKDHSLive is down, malfunctioning, or simply too frustrating, you have alternatives:

  • Paper application: Print and mail Form 08MP003E to your county OKDHS office. Include copies of all supporting documents.
  • In-person: Walk into any county Human Services Center. Oklahoma has offices in all 77 counties. Bring originals and copies of your documents — the office can make copies but you'll want to keep your originals.
  • Phone: Call 1-800-987-7767 or 405-522-5050 to start an application by phone.

The application date is established when OKDHS receives your submission — paper or electronic. For SLMB and QI-1, that date matters because coverage can be retroactive up to three months before the application month.

The Oklahoma Medicare Savings Programs & Extra Help Guide walks through the full OKDHSLive workflow with screenshots of the key decision points, plus the paper application as a fallback — so your parent doesn't lose coverage because of a portal glitch.
